about the semi-truck driver
leading police on a chase
across Cincinnati interstates.
I know the tactics.

Okay, the driver has a female
in the background screaming,
so we're assuming he has a female hostage.
Highway patrol dispatcher.
Hi, I just called about
an erratic driving Volvo semi.
Yeah, this guy is driving nuts.
I mean, he was driving through the median,
weaving back and forth,
in and out of traffic.
This guy is absolutely nuts.
What a fucking idiot.
He'll kill somebody.
You know, it was a Saturday.
I was off.
Got that phone call that, "Hey, we've
got a pursuit coming into the city.
It is a hostage situation."
It's going to be an absolute miracle
if he gets stopped
before he does kill somebody.
You know, when that phone call
came through my phone,
I said, well, this is interesting.
I'm going.
I went to, head out to the scene,
which was an interstate loop
around Cincinnati, Ohio.
So when we get there, we tail behind it
as we formulate our plan
to try to stop this truck.
Holy shit.
He literally just about took
the front end off of a car.
He was driving
in an extremely reckless manner,
with a 10,000-pound weapon
at his disposal.
A regular vehicle, a regular cruiser
obviously will stand no chance.
It would just bump it out the way
like a Hot Wheel.
That individual's endgame,
you can think you might know
what their ultimate goal is,
but you don't know.
On the morning of July 18th, 2020,
I was assigned to dispatch
for the city of Cincinnati.
The semi driver had a hostage,
it was in fact his wife,
and she was calling 911 begging for help.
Help me, help me! He's got a knife
out! He's got a fucking knife!
I'm trying to talk to you,
but she won't let me talk.
I have a knife and a gun.
And I will shoot the police
if they keep coming.
- What kind of gun do you have?
- A Ruger Security nine-millimeter
- with three loaded magazines.
- Okay.
I was a cop in the Air Force. I am
trained, and I will start shooting
- if they don't fucking slow down.
- Okay.
I've been a police dispatcher
for 22 years.
I have never come across anything,
during my career,
that would compare to this.
While I'm responding to that situation,
I know nothing additional
about the suspect.
No name, no background history.
What I'm doing at this point in time
is evaluating the known current conduct,
and what is occurring, and developing
a strategy to address it.
It would be nice to know,
but it wasn't imperative
because I already knew enough to know
that this is a dangerous situation.
When you arrive on scene
of something like this,
the very first thing you need to do
is try to bring some order to the
chaos that is occurring.
We deal with SWAT situations all the time,
tactical situations all the time.
Very rarely is it occurring
on a crowded public highway
in the middle of a Saturday
with a 15,000-pound vehicle.
In all my years of policing, I hadn't
dealt with a situation like this.
This was the first one.
Attention all cars, all departments,
all county broadcasts,
semi pulling a trailer, refusing to stop.
Approaching exit 59.
Accelerated speed,
approximately 80 miles an hour.
This is a missile
going down the interstate.
And we cannot allow him
to continue to drive this vehicle
up and down the interstate
erratically and angry
with officers and other people
in his pathway.
Continuing on 275 southbound.
Also, current charges
are aggravated assault, battery,
terroristic threats, false imprisonment.
He's flying back up, we're gonna go
Yeah, I've already told him.
When I first arrived on scene,
honestly my first thought was,
"Oh, this is chaos."
It was a lot going on.
You see a semi-truck zipping up and
down the highway honking his horn.
Multiple cruisers chasing it,
trying to keep it
from exiting the highway,
and taking the chase
into a more urban area.
Why won't you stop for us?
We just got married a year ago.
She's been messing with this guy.
She's been cheating on me for a long time.
- Okay.
- I have not!
She won't be quiet
for five fucking minutes!
Help me, please!
Ma'am, can I talk to him
for just a minute,
so I can try and get you help?
He won't let me out!
The problem is this.
I'm facing 20 years in prison.
I'm not gonna go down without a fight.
Cars are coming to a standstill
because of this pursuit.
Those are easy targets.
Had he chose to take
that 15,000-pound vehicle
and run into those stopped vehicles.
We have a mass casualty incident
of astronomical proportions.
- Oh, this is nuts. This is nuts.

We'll make sure that they're aware
that there is a major traffic jam.
Traffic on the bridge is stopped.
Try to slow down for me, okay?
You're gonna get into a lot of traffic
and some construction
in the direction you're going.

The primary risk was,
how do we get this vehicle to stop,
or come to a rest safely
without anyone getting injured.
They're gonna try to get stop sticks
in the area.
You know, officers up on the highway
only have split seconds, if that,
to make a call about deploying stop sticks
at something traveling
80 or 90 miles per hour.
They put themselves
at grave risk to do so.
If that vehicle decides
to swerve at that officer
that's up on the highway
deploying that stop stick,
they're probably going to hit him and
they're going to kill that officer.
He tried to strike a Miami Township unit.
He's trying to get back on the highway.
Next time I see stop sticks, we're
gonna have huge major problems.
Next time I see a cop
with some stop sticks, okay?

You need to tell them now.
I now know that he's willing
to intentionally hurt,
or maybe even kill
one of the officers out here.
When that happens, yes, and you
no longer have neutral emotion,
it does become personal.
It's human nature, when you see
a blatant attack on fellow officers.
Tell them
if I see another set of stop sticks,
I'm gonna start driving
into oncoming traffic.
He is not going to surrender,
and at some point
he's going to use that semi-tractor
as a weapon.
If he wants to go
with that nuclear option,
we can't prevent him,
and limiting our options,
as there is a hostage in that vehicle.

We now know that he had been
previously convicted of a prior shooting
where he had shot
another female companion.

We now have reason to believe
that he is not kidding
when he says
he may cause harm to his wife.

when I get the phone call
from the field units
that are requesting SWAT.
We have to take him seriously
that he is gonna kill her.

This is not his first
potentially deadly encounter.
Court records show that he has
a history of domestic violence.

trying to make contact with him

He really did not want us
approaching that truck
with his wife in it.
I'm sure some of it
was he did not want to get caught.

didn't know how to react.

His demands are for us to back off
and that he will release the hostage,
that we can be close enough
to try to mount a rescue attempt.
They're right behind me,

I'm gonna start speeding back up
because they're right behind me.

He is now advising
he is going to shoot the SWAT truck.

He unhooks the trailer from the tractor,
and is able to reposition it
so that the tractor
is providing some concealment,
so we can't really see what's going on.

if she admits to lying.

And to think I almost took today off.
He's going to help the female
out of the truck,
requesting officers to back off
so he can let her out of the truck.
If he gets out and he's got a pistol
to the chick's head or something,
I'd like to be a little bit closer,
you know, as close as I could get out
because that way I can flip this over
and I'll take a head shot.
It was a very tenuous time
because we can't see.
We have no idea what's occurring.
I guess he's going to let her out
probably right there.
Something is getting ready to occur,
and he's shielding it from us.

a vehicle before. That was a first.

With him traveling at us,
we were very vulnerable.

And as he got closer, obviously that
semi-truck grew in my field of view.
It got a lot bigger.
I was able to rattle off eight more
shots pretty accurately.

A 50-caliber rifle
is a Browning machine gun round.
It's a very large caliber bullet.
And it can deliver up to over
12,000 pounds of kinetic energy.
A 50-caliber rifle has never been used
until this incident on a moving
target in the United States.
Absolutely, it packs a punch.
So I saw the truck approaching,
and I was set up on the platform
on the guard rail.
Trying to control my breathing,
to make sure that I'm in control.

the front grill of the truck
where the radiator is,
and I fired the first shot.
After I took the first shot,
the truck continued to move,
and I had no clue where he was going.

came over there and said,
"Hey, Ronnie, he's turning around.
He's coming back your way."
So I thought,
because we're going to do this again,
you don't get a second chance quite often.
I want to make sure that if I do have
a shot, that I make it count.
You know, people were counting on me
and I wanted to do
what I was trained to do.

we needed to check Mr. Berthelot
to make sure that he was not struck
by that 50 cal.
You know, we took a look at him

and realized
that he was no worse for wear,
except for some cuts and some bruises.
He would have killed somebody.

Had it not been shut down,
had we not got involved,
the way he was recklessly driving
a 5000, 10,000-pound vehicle,
somebody would have been dead today.
Mr. Berthelot plead guilty
to those three charges,
and was sentenced
to seven years in prison.
Proud is an understatement.
What I saw that day was one
of the best teams in the country,
and they showed it that day.

of the 33-year-old victim,
Dominique Kelly,
who was found dead in a burned car
early last month.
Police are still looking
for their person of interest
in the homicide investigation.

says they believe
he could be in either Minnesota
or Michigan, where he has close ties.
We were notified to keep an eye out
for a dark colored

This pursuit was necessary
because he was not gonna stop doing
what he was doing.

All the traffic stopped

For some time during this pursuit,
it was just me and the suspect.
All right, now he's driving.

Speed is 85 miles an hour.
Stress levels are through the roof.
The way the suspect was driving,
it was dangerous, it was reckless,
total disregard for the public.
"He's gonna kill somebody, or I,
potentially, could kill somebody."
One of the things that I would,
I kept thinking about was,
"I need to terminate this."
The other side of me is like,
"I'm not letting this guy get away."
I got a lot of heavy westbound
traffic. Stand by, stand by.

Got a green light at Baravian,
center lane.
I'm coming up to traffic again.
We are at 100.
Do we have sticks up there, anybody?
The roads are very, very busy.
And so, how are we gonna
get this guy to stop?
I'm genuinely concerned for the public
and all the innocent drivers
who are driving to lunch today
and have no clue what's coming.
Okay, this vehicle is occupied twice.

in, I ran out to my car.

that I possibly could
to catch up to Sergeant Murphy.

Going through a private parking lot.

He is now driving down the sidewalk.
Driving on the sidewalk,

When I get the opportunity to,
I'm gonna see if I can take him out.
He's getting pretty reckless.

and I didn't wanna cause them
to get into a crash

it was clear to me that I gotta catch
this guy, and I gotta stop him.
It is very possible we wouldn't have
had another chance to take him out.

As we were getting close to him,

Hi, I just called about
an erratic driving Volvo semi.
Yeah, this guy is driving nuts.
I mean, he was driving through the median,
weaving back and forth,
in and out of traffic.
This guy is absolutely nuts.
What a fucking idiot.
He'll kill somebody.
You know, it was a Saturday.
I was off.
Got that phone call that, "Hey, we've
got a pursuit coming into the city.
It is a hostage situation."
It's going to be an absolute miracle
if he gets stopped
before he does kill somebody.
You know, when that phone call
came through my phone,
I said, well, this is interesting.
I'm going.
I went to, head out to the scene,
which was an interstate loop
around Cincinnati, Ohio.
So when we get there, we tail behind it
as we formulate our plan
to try to stop this truck.
Holy shit.
He literally just about took
the front end off of a car.
He was driving
in an extremely reckless manner,
with a 10,000-pound weapon
at his disposal.
A regular vehicle, a regular cruiser
obviously will stand no chance.
It would just bump it out the way
like a Hot Wheel.
That individual's endgame,
you can think you might know
what their ultimate goal is,
but you don't know.
On the morning of July 18th, 2020,
I was assigned to dispatch
for the city of Cincinnati.
The semi driver had a hostage,
it was in fact his wife,
and she was calling 911 begging for help.
Help me, help me! He's got a knife
out! He's got a fucking knife!
I'm trying to talk to you,
but she won't let me talk.
I have a knife and a gun.
And I will shoot the police
if they keep coming.
- What kind of gun do you have?
- A Ruger Security nine-millimeter
- with three loaded magazines.
- Okay.
I was a cop in the Air Force. I am
trained, and I will start shooting
- if they don't fucking slow down.
- Okay.
I've been a police dispatcher
for 22 years.
I have never come across anything,
during my career,
that would compare to this.
While I'm responding to that situation,
I know nothing additional
about the suspect.
No name, no background history.
What I'm doing at this point in time
is evaluating the known current conduct,
and what is occurring, and developing
a strategy to address it.
It would be nice to know,
but it wasn't imperative
because I already knew enough to know
that this is a dangerous situation.
When you arrive on scene
of something like this,
the very first thing you need to do
is try to bring some order to the
chaos that is occurring.
We deal with SWAT situations all the time,
tactical situations all the time.
Very rarely is it occurring
on a crowded public highway
in the middle of a Saturday
with a 15,000-pound vehicle.
In all my years of policing, I hadn't
dealt with a situation like this.
This was the first one.
Attention all cars, all departments,
all county broadcasts,
semi pulling a trailer, refusing to stop.
Approaching exit 59.
Accelerated speed,
approximately 80 miles an hour.
This is a missile
going down the interstate.
And we cannot allow him
to continue to drive this vehicle
up and down the interstate
erratically and angry
with officers and other people
in his pathway.
Continuing on 275 southbound.
Also, current charges
are aggravated assault, battery,
terroristic threats, false imprisonment.
He's flying back up, we're gonna go
Yeah, I've already told him.
When I first arrived on scene,
honestly my first thought was,
"Oh, this is chaos."
It was a lot going on.
You see a semi-truck zipping up and
down the highway honking his horn.
Multiple cruisers chasing it,
trying to keep it
from exiting the highway,
and taking the chase
into a more urban area.
Why won't you stop for us?
We just got married a year ago.
She's been messing with this guy.
She's been cheating on me for a long time.
- Okay.
- I have not!
She won't be quiet
for five fucking minutes!
Help me, please!
Ma'am, can I talk to him
for just a minute,
so I can try and get you help?
He won't let me out!
The problem is this.
I'm facing 20 years in prison.
I'm not gonna go down without a fight.
Cars are coming to a standstill
because of this pursuit.
Those are easy targets.
Had he chose to take
that 15,000-pound vehicle
and run into those stopped vehicles.
We have a mass casualty incident
of astronomical proportions.

The primary risk was,
how do we get this vehicle to stop,
or come to a rest safely
without anyone getting injured.

You know, officers up on the highway
only have split seconds, if that,
to make a call about deploying stop sticks
at something traveling
80 or 90 miles per hour.
They put themselves
at grave risk to do so.
If that vehicle decides
to swerve at that officer
that's up on the highway
deploying that stop stick,
they're probably going to hit him and
they're going to kill that officer.
He tried to strike a Miami Township unit.
He's trying to get back on the highway.
Next time I see stop sticks, we're
gonna have huge major problems.
Next time I see a cop
with some stop sticks, okay?
