The question is, did the firearms officers act correctly? And did they? webb thought he was returning Brandell's fire.
Jelks' shot hit the wall and ricocheted past webb's ear.
If anything, he should have fired sooner.
He was putting himself at risk by waiting.
If it was down to me, I'd recommend an indefinite suspension of his authorisation to carry firearms.
I'd also suggest he's gonna need long-term counselling.
