Soviet Secrets
[narrator] The United States
is unquestionably
the prime candidate
for potential disclosure
of the hidden truth about UFOs.
The UFO phenomenon
has long been associated
with the world's number one
military superpower.
But what if other countries have come
in contact with extraterrestrials
and have covered it up?
For example, what secrets do the archives
of the former Soviet Union hold?
And what do the two bitter Cold War rivals
know about each other's
UFO monitoring programs?
I don't think the Americans
have a monopoly of this secret.
I firmly believe the Russians have had,
um, probably an equal amount
of knowledge of this
for about as long a time.
[Stonehill] United States is very much
interested in Russian ufology.
It was interested in Soviet ufology.
You can see the classified files
and just reading those files,
you become amazed at what
they wanted to know and vice versa.
They brought documents
from the United States, um, to Stalin
and he wanted to know
what is it that UFOs are.
And of course,
during the Reagan administration,
Reagan said
to Secretary General Gorbachev many times
that there was a need for the Soviet Union
and the United States to cooperate
in face of an extraterrestrial threat
because Reagan was given a briefing
where he believed
that some extraterrestrial groups
were a real threat.
[Fleischer] There's this whole dogma
of, uh, ridicule,
um, concerning UFOs
and extraterrestrial life,
which has, in my opinion,
been carefully built up
over the decades by some interested,
um, parties in the United States
because they were afraid
that the Soviet Union may use
the UFO frenzy in the United States
to cause some kind of a mass hysteria.
Um, and they were also actively
thinking about using
the UFO phenomenon as a means to do,
um, psychological warfare
in the Soviet Union.

Russia is becoming more secretive.
Its military power is increasing.
Putin has his own plans
and you can see it.
He's putting much more money
into the Navy,
into development of the Arctic,
and the other territories.
What with this, somehow I see
less information about UFOs,
less interest in the, among Russian public
simply because they
are not getting any information.
Yeah, they can read about Americans,
but nothing about Russia.
[narrator] What UFO secrets
do the Soviet archives hold?
[dramatic music]
September, 1977.
Petrozavodsk, Karelia - USSR.
[eerie music]
At 10:50 in the evening,
Lev Nikolayevich Galkin,
a doctor of geophysical sciences,
was looking out of the window
of his apartment
in Petrozavodsk, Russia.
[eerie music]
Suddenly he caught sight
of something that took his breath away:
three luminous oval objects
moving smoothly in a triangular formation.
Glowing white,
the vessels hovered noiselessly
about one to one point five kilometers
above the ground.
[eerie music continues]
Dr. Galkin called his wife
and together, they watched the craft
for about a minute.
Galkin went to the next room
for binoculars,
only to miss the lightning
disappearance of the flying objects.
[eerie music continues]
A glowing trail of light
remained that reached the Galkins' window.
When they inhaled the mist,
they immediately felt
a burning sensation in their throats
and subsequently for unknown reasons
they both suffered from amnesia.

At dawn,
the following morning,
the now legendary UFO,
which was later nicknamed the Jellyfish,
appeared over Petrozavodsk.
A dark amethyst-colored lenticular object
surrounded by a semi-transparent ring.
There were a number of points
around its perimeter,
from which pulsating radial tentacles
reached towards the ground.

After a while,
it disappeared beyond the horizon
and was later seen over nearby Onega Lake.
It glowed sharply and then vanished
at tremendous speed.
Hundreds of people
witnessed the object and nearby residents
reported that their window frames
had melted.
[Uvarov] That case which took place
in Petrozavodsk, was the real ones
and that transformation
which people reported,
when UFO took a different forms

gave a lot of material for thinking,
for discussion.
[Stonehill] People felt unusual
psychological gloom the day before.
This cannot be explained
by cosmos launching
and the Soviets,
they tried to cover up after that. But
it's a very strange case
and Petrozavodsk is in North Russia.
It's very interesting territory.
They have had UFOs sightings
for centuries.
[narrator] The Petrozavodsk incident
prompted an extraordinary meeting
at the Soviet Ministry
of Defense in Moscow,
the outcome of which was the creation
of two new departments
devoted to top secret UFO research.
The first was completely controlled
by the Soviet military.
The second was at the Academy of Sciences
under the acronym of SETKA.
[Stonehill] The program came about
in '78, SETKA, NET in Russian.
And it was a joint academic
and military program working together.
They were very much concerned,
military more concerned than scientists
because they wanted to know
who is messing with our nuclear silos,
who's visiting
our super secret submarine bases.
There were conflicting orders
in the armed forces.
Do we shoot at UFOs or do we not?
And they were shooting
at UFOs and losing aircraft.
It was on the border with Afghanistan.
Six aircrafts were shooting at UFOs
and they were destroyed
with 12 pilots. Gone.
[narrator] At the same time as they
were grappling with this new phenomenon,
the Soviet military,
like their US counterparts,
were trying to cover-up and explain away
the sightings of mysterious craft
in places like Petrozavodsk,
with claims that these were parts
of the Soviet space program.
[Stonehill] This was actually,
um, a launch
of a satellite, cosmos satellite,
which they said this
is what caused the unusual object
that was seen in Petrozavodsk
THE DIAMETER NEAR THE MOON
but UFOs were seen before, after,
and in North Russia and Finland.
They couldn't explain the presence
of the jellyfish-like object
over Petrozavodsk.
If it was only Soviet, um,
technology that they had mistaken,
why create a special program
to study UFOs?
[narrator] But behind the scenes,
the Soviet authorities were panicking.
The sightings of UFOs
near their nuclear bases
played into their greatest fear
that forces beyond their control
were tampering
with their massive nuclear forces
and hindering their ability to strike back
in the event of an attack
by the United States.
Who, they wondered,
could be capable of such a thing?
Now the fact is from 1945
until the end of the twentieth century,
there were detonations
of over 2,000 nuclear weapons
in this world.
So if you're an extraterrestrial
and you are aware
that this is actually doing serious damage
to our upper atmosphere,
which I'll guarantee you it was,
that would be an interest of theirs.
I'd spoken at length
to a retired US Navy individual
from the 1960s, who was present
when they were doing, um,
these types of tests,
detonating these high-altitude weapons.
He said, look, we had UFOs
all the time during those tests.
All the time.
It's undeniable
that American and Russian nuclear sites
have been visited extensively
by UFOs and documented
very well, well above chance.
[narrator] One of the most important
pieces of eyewitness evidence
of this phenomenon
was given by Professor Jacobs,
who served in the United States
Air Force in the 1960s.
One of his tasks
was filming
ballistic missile tests carried out
at Vandenberg Air Force base
in California.
In 1964, there was an unprecedented event
during a missile test.
[Jacobs] We watched that stage burn out,
we watched the second stage burn out,
we watched the third stage burn out
and into the frame came something else.
It flew into the frame like this
and it shot a beam of light
at the warhead which is represented
by my thumb here.
Now, remember all this stuff is flying
at several thousand miles an hour.
So this thing fires a beam of light
at the warhead, hits it
and then this thing flies up like this.
Meanwhile, we are all going like this,
fires another beam of light,
goes around like this,
we're going like this.
Fires another beam of light,
goes down like this,
fires another beam of light
and then flies out the way it came in.
And I said, "It looks to me
like we got a UFO."
Now, the thing that we saw,
this object that flew in
was circular, was shaped like, um,
two saucers cupped like this,
with a ping-pong ball on top.
The beam of light came out
of the ping-pong ball.
That's what I saw on film.
Now, Major Mansman said to me,
after some discussion about it
He said,
"You are never to speak of this again.
As far as you're concerned,
this never happened."

All militaries who was,
who have been engaged in
UFO research, they said,
"Always, when we started
kind of a military training,
something like this, using the devices
containing nuclear weapons,
UFOs immediately appear, immediately
and they were controlling
what's going on."
[narrator] The appearance of UFOs
near military bases
containing nuclear missiles,
or at nuclear test sites
has been documented
in a number of countries
and appears to be no coincidence.
One notorious case in the early 1980s
concerned not just the appearance
of an unidentified flying object,
but also a top-secret nuclear near-miss,
when catastrophe on a massive scale
was only narrowly averted.
October 4th, 1982.
Nuclear missile base,
Usovo, Ukraine - USSR.

In the underground
control room
of the Usov 52035 Military Unit,
where battle stations to launch
a first strike
nuclear attack on the United States,
Colonel Boris Sokolov
and Lieutenant Colonel Vladimir Platunov
suddenly notice an alarming irregularity.
[suspenseful music]
A massive flying object
in the night sky, which, as they put,
they only knew from movies.
No windows, a smooth surface
and a vessel that maneuvered silently
in an unpredictable way.
[dramatic music]
[narrator] At the base,
warning lights lit up on both panels
indicating that nuclear missiles
were being readied for launch.
[eerie music]
But this would have to have
been approved by command
in Moscow
and Moscow knows nothing about it.
At this moment, the world
is one step away from World War III.
For 15 seconds,
the base completely loses control
of its nuclear arsenal.
Major Davidovich Kataman,
commander of the control center
later said,
"I observed spontaneous illumination
of all displays."
Something had manipulated
a series of activation codes
and put nuclear missiles on standby.
The soldiers present watched in horror,
waiting for the devastation to come.
After 15 terrifying seconds,
everything returned to normal.
The equipment was later disassembled
piece by piece,
but no anomalies or faults were found.
Only with the collapse
of the Soviet Union eight years later,
would the world learn
how close it came to nuclear holocaust.
I went to Russia in the 90s,
I got the documents, I interviewed the
people who were in charge of that study.
They thought it was a message.
They thought that whoever
was in the flying saucers
was telling us that these
may be your most powerful weapons,
but we're not impressed.
We can take control of them
whenever we want.
[Bassett] They turned them off
and then they let us turn them on.
They didn't melt them down.
They turned them on
and let us take it's a message.
And that's what most
of the witnesses think. It was a message.

[narrator] According to available
SETKA documents,
the second half of the 1980s was witness
to extensive UFO activity
over the Soviet Union.
When Mikhail Gorbachev became
the General Secretary
of the Communist Party,
the strategy of secrecy also changes.
The leaders of soviet space programs
and military forces publicly confirm
that they have had UFO
research institutes for a long time.

[Stonehill] Gorbachev takes chains
of the subject of UFOs
in the Soviet Union
and no more censorship.
One year later,
information comes out.
For four years, incredible information
came out.
They wanted to know what's going on.
SETKA collected,
imagine, Soviet armed forces.
Every soldier has to report
anything unusual he sees in the sky.
Every sailor has to report.
We still have forms from that program.
Very interesting scientific descriptions
and, you know, you have to explain
what angle the object was flying,
what shape, what time, where it came from.
Excellent. Because United States
did not have a program like this.
[narrator] With the collapse
of the Soviet Union,
a number of notable disclosures
on UFO encounters came to light
from other Eastern Bloc countries.
UFOs were encountered
by military pilots from Poland,
Hungary and Czechoslovakia.
For example, the crew of a Czechoslovak
army helicopter encountered something
that the US military would encounter
some thirty years later:
the UFOs known as Tic-Tacs.
[dramatic music]
July 12th, 1987.
Vranov Dam, Czechoslovakia.
The three-member
Czechoslovak Army crew
of the Mi-24D military combat helicopter
were ordered to take off
immediately that day in July.
Radar had detected
that the airspace border with Austria
had been breached by an unknown object.
The world was still divided
politically and militarily
into Eastern and Western Blocs.
[suspenseful music]
[Tesařík] We then saw something like
a reflection of the cockpit of a plane.
So we reported
that the target looks like a fighter,
but at a great distance.
[suspenseful music continues]
So after that,
they started to guide us to it.
We climbed up to 3,800 meters,
above the clouds,
we still didn't see anything.
[helicopter blades whirring]
We flew in those clouds
and at the same altitude as the object,
then you say to yourself,
it's just here somewhere.
The impact
has gotta come any second.
[helicopter blades whirring]
These maneuvers against us
were definitely dangerous, I think.
When you're somewhere in a cloud
in a helicopter that has no locator
and you have to trust
the guidance station,
you feel pretty unsure
in a situation like this.
The on-board technician
very quickly dressed in a parachute,
I think he broke the record
in dressing at that time.
It was such an awkward situation.
At some point, something flew above us.
We saw a light object.
Then we saw quite clearly
it was an aircraft type object,
but with no wings.
Some kind of cigar of the color
of reflection of aluminum.
And it made such strange maneuvers,
always moving as to the sun.
Smart object.
[eerie music]
[Pospíchal] It looked
like a wrapped cigar.
No windows, nothing.
I didn't see any wings.
It was silver.
The length was about 10 to 15 meters.
We turned to follow him,
and then, we just flew together like that.
I was trying to get him in the indicator.
It's flying like this,
and suddenly we're back in those clouds.
It didn't make sense at all to me
that they had put us on such a target.
At such heights.

[narrator] More than 30 years later,
the crew members don't believe
the aircraft they encountered
was of this world.
Nothing like that
had such maneuverability at the time.

The maximum speed of the 24
was 320 kilometers per hour.
I think that pursuing something like that
was completely out of reality.
[gloomy music continues]
We didn't know what it was.
We didn't identify any cognitive marks.
We couldn't react or shoot at him,
it wasn't possible.

[Tesařík] Below us,
the Vranov dam was full of people.
When you realize that,
you decide not to shoot very quickly.
Even though we got an order
to fire at this object at least twice.

[narrator] In 2004,
a similar object appeared
in newly released Pentagon videos
taken by US Navy pilots,
from the Aircraft Carrier,
USS Nimitz.
The object,
nicknamed for its Tic-Tac shape,
changed speed,
almost stood still for a while,
only to fly off again at speeds
of up to 2,700 kilometers per hour.
I guess the technology
is not advanced enough even today.
As in the video we have just watched.
They had the F18s and they
wouldn't be able to handle it either.
[indistinct dialogue on radio]
[narrator] The unidentified object
that the Czechoslovak flight crew
encountered
disappeared in the direction
of the nearest nuclear power plant.
The three-member crew
then reassured each other
that they hadn't imagined it
and that they had all seen the same thing.
Upon landing,
they were all taken for briefing
and special instructions
by their military command.
After landing, the guidance station
ordered us
to dispose of all materials involved.
SARP and recording equipment,
the tape recorder we had on board.
So everything was erased
and that was supposed to be the end of it.
It was never meant to be published.

[narrator] However, the incident
over Czechoslovakia
in the late 1980s was not unique.
The Eastern Bloc experienced
similar encounters several times.
One took place over the coastal territory
of Poland four years earlier.
[fighters whizzing]
There were also attempts
of Soviet pilots to shoot down UFOs
while flying over Soviet territory.
A few months after the air
chase in Czechoslovak airspace,
an extraordinary incident occurred in the
Soviet town of Dalnegorsk,
about 1,000 kilometers away.
[Stonehill] Dalnegorsk
was a very interesting case.
What's most important
is the silence of the Soviet government.
Because if it was like,
like some people say
NATO, um, spy satellite
or spy, um, object,
they would scream bloody murder.
They would go to United Nations.
They don't say one word.
This was a very strange case.
[narrator] January 1986 to November 1987.
Dolnegorsk, Primorsky Krai,
the far east region of Russia.
[mellow music]
Yevgeny Serebrov, a
fifth-grade elementary school student
in Dalnegorsk, Siberia, is returning home
when he suddenly spots
a low-flying, glowing object.
It heads towards the nearby mountains
colliding with one of them.
Other eyewitnesses also later confirm
that the object hit a peak
called Izvestkovaya
or Height 611.
[eerie music]
The fireball flies
slowly parallel to the ground,
accurately following the surface terrain.
It rises and drops several times.
There is no explosion on impact,
only a resounding bang,
followed by brief fires among the trees.
[eerie music]
And the metal that was left behind
was of very unusual qualities.
Some people say it doesn't exist
and cannot exist.
[suspenseful music]
[narrator] The event, which would
later be dubbed the Soviet Roswell,
was far from over.
Eight days after the incident,
at half past eight in the evening,
two yellow glowing objects
appeared near the crash site.
According to witnesses,
after flying over Height 611,
they made four circuits
and then disappeared in a flash.
But it was only a prelude
to what was about to take place
in the sky.
On Saturday, November 28th, 1987,
the airspace of Primorsky Krai
was literally flooded with UFOs.
According to eyewitness testimony,
32 fly-overs of UFOs were counted
from ten o'clock in the evening
until the following morning.
The shapes of the craft vary greatly.
Some were estimated
to be up to 200 meters in length.
[Uvarov] They were searching
for this object.
Why so many?
Because probably, probably the trace,
informational trace which have been left
was not fully informative
because the UFO
had a serious technical problem.
First one, first spacecraft
moved into one dimension,
the second one into another dimension,
so like this, from this point,
they were trying to jump
into parallel dimension,
trying to find this spacecraft
to help each other.

[man] A UFO crashed on this hilltop
in 1986.
The sight known only by its height,
Height 611,
is littered with strange debris
and is considered to be one of the
most significant UFO locations
in all of Russia.
The sphere was red, it was flying
straight and then sharply went down.
[narrator] The crash site
of the unknown object
became a pathogenic zone for three years
after the incident, uninhabited
and strictly off limits to the public.
The Ministry of Defense closely monitored
the scientific investigation
of the fragments found,
which displayed technological properties
for which there is no match even today.
In addition to UFOs, both the US Pentagon
and the Russian Defense Ministry
have also been paying close attention
to another unidentified phenomenon, USOs,
Unidentified Submerged Objects,
which have been spotted in our oceans.
[D'Antonio] The American Navy
has, um, apparently a program
to catalog these, not capture them
'cause they move way too fast
and they're there and they're gone.
[mellow music]
I was invited
to go out on a nuclear submarine
because I had done some work for the Navy
and when I did, during that time,
we actually had come through the sonar
basically, the eyes of the sub,
a very fast moving object.
That fast moving object was moving
several hundred knots
unlike anything.
There's nothing like that on earth.
[Schratt] We've got cases
from former Soviet Union
of these 200 foot long bullet shaped USOs
punching out of the ocean right next
to our boomer class trident submarines.
And this is the Russian version of it
here, going right out into space.
You know, probably 82, 83 timeframe.
And these cases can't be denied.
And there's hundreds of them like this.

And that's one reason
why the Navy
is controlling the UFO research.
It's not the Air Force,
it's the Navy
that's driving the whole thing
because the Navy
has been reporting these things
for a lot longer than the Air Force has.
[Stonehill] They go on spy missions
to the United States or NATO areas.
All of a sudden, some unusual objects,
big, fast, incredible objects
would appear by Soviet submarines.
And they thought, what is it, is it the
Americans that are finding us?
But it wasn't, and it was no Americans.
So they got very much
concerned about it too.
I have recently brought up information
about Vice Admiral Matushkin.
He passed away recently,
but they speak out before they die.
And he was a Vice Admiral, one of the top
Soviet submarine commanders.
Really knew his stuff.
He led submarines under ice
from one ocean to another.
They were on a spy mission by Greenland.
And they saw a UFO
coming from the waters shooting upwards.
[dramatic music]
[Stonehill] I believe in 2009
when there was a lot of rumors
that, oh yeah, the Russian Navy
is going to declassify USO files.
And I kept saying this is not
going to happen.
But the response was from the official
representative of the Russian Navy.
He said, "Listen, if we show
where we see USOs,
you'll find out itineraries
of our submarines,
where our submarines operate."
[narrator] USO incidents
recorded by Soviet submarine fleets
in the Baltic and Black Seas
in the 1990s are by no means
isolated incidents.
Over 20 years earlier, in 1977,
similar sightings
were recorded in South America.
Brazil has actually officially
released much of their information
to the teams of, we'll say, UFO experts.
Military pilots, even Generals, have seen
while they're flying on airplanes
or even on the ground, extraterrestrials,
and the government
is willing to release this.
I think if something
like a government disclosure
would ever come from any government
in the world,
it would be from the Brazilian government
because they have a lot of material.
They had a very famous case
on an Island named Colares.
[dramatic music]
[narrator] August, 1977.
Colares, Amazon Delta, Brazil.

A Fisherman,
Manoel João de Oliveira Filho,
is getting ready
to head out to sea with friends.
[suspenseful music]
[eerie music]
But before they
board the ship,
they spot something extraordinary
in the water.
[dramatic music]
Not far from them,
a beam of white light
appears to be emanating
from the bottom of the ocean
and communication with an object
resembling a giant umbrella
hovering quietly over the beach.
After a while, the object begins to move
and disappears soundlessly.
[dramatic music continues]
The subsequent sightings
in this area are chilling.
For several months,
craft of unknown origin and various shapes
appear in the sky daily
above part of the Amazon Delta.
Some of them seek out locals
seemingly to observe them
for inexplicable research.
Most appeared from the north side
near the town of Colares
with a population of two thousand.

They often send
a beam of light down on people,
which frequently causes
stinging, superficial injuries.
[eerie music continues]
When examined,
they are diagnosed
with a special form of anemia.
"CHUPA-CHUPA" IS NOTHING BUT FANTASY
"FLYING SAUCER" IN ICOARACI
UFOLOGY RESEARCH AND INVESTIGATION
THE PATH OF FLYING SAUCERS
[Fleischer] The Brazilian military came in
and, um, there's a very good
and famous researcher from Brazil.
His name is A.J. Gaevard.
And he had found out
that their original, um, goal,
their original mission had been
to, um, to first of all establish the fact
that there is something.
And then secondly,
try to get in touch
with the alleged intelligence
behind that phenomenon.
[narrator]
35 people are reported injured
and the locals begin to call these attacks
Chupa-Chupa or Suck-Suck.
The military operation
is entered into the archive
under the code name Operation Plate.
During the investigation, it shoots four
films and hundreds of photographs.
The world learns much later
that the army had reportedly managed
to contact these unknown entities.
FOCUSED LIGHT TRANSMITTER
Captain Uyrange Hollanda,
commander of the operation,
did not share his experience
until 20 years later.
[dramatic music]
He described how he was on
a night river patrol
near one of the villages
when a huge unknown object
fell from the sky
on the opposite side of the river.
It was a cylinder about a hundred meters
high with a smooth surface.
After a while, an unknown figure
separated from the foreign object.
It moved slowly through
the air to the captain on board the boat.

Stopping just in front
of him, before floating back to his vessel
and vanishing without trace.
[eerie music]
Um, so, you could say that, well,
it seems that the Brazilian military,
they have reached their goal
to get in touch with this intelligence.
So this way it should have become
interesting for the Brazilians, right?
So how logical is it
that the Brazilian Air Force
would eventually completely stop
the whole operation
and withdraw all the troops and go away?
Why would they do this?
[narrator] The most famous Brazilian
case of all, in 1996, was further evidence
of United States control
over these incidents.
It was entered in the archives
as the Varginha UFO Incident
and, although it was initially reported
and followed by the media,
it was later denied and covered up
by the Brazilian military,
at the insistence of the United States.
[Fox] A UFO crashed.
A number of people witnessed it crashing
and then several hours later,
two entities alive were wandering through
the little village of Varginha, Brazil.
Witnessed by tons
and tons of people face to face.
I didn't believe it at first,
but I've been there like three times.
I'm sure there are pictures.
If you have a
really good photograph of a UFO,
you can bet your ass
that you're going to have men in suits
showing up at your house.

[Fox] I heard stories for about 12 years
before I transitioned over to realize
that that really does happen,
that they somehow monitor
all forms of communication
and people that have
very definitive evidence,
it just vanishes most of the time.
[narrator] Most secretive of all
is what the world's most populous
and most security-conscious country,
China, knows about the UFO phenomenon.
What is happening
in the secret programs of a state
that aspires to be the world's number one
economic and military super power?
CHINA AEROSPACE SCIENCE
AND TECHNOLOGY CORPORATION
[Fox] When I was in China,
there was a UFO organization
that had the stamp of approval
from the Chinese government.
We had active military generals
that were accompanying us
as we're doing our research in China,
which is like kind of a tacit way
of saying we approve of what you're doing.
[dramatic music continues]
I did not encounter any, um, pushback
from the Chinese government,
um, from the Chinese people
on, on the topic of UFOs.
In fact, I found a lot of parallels
with the phenomenon
and even more so
with the, um, with the evident messaging
to the Chinese
when they've come in contact
with the phenomenon.
Parallels that I found in Africa
and other countries.
[Stonehill] China is a silent,
very active country,
but they study ufology to a great extent,
very organized.
I was amazed, what I saw and heard.
What I was told and what I found out
myself is the extent of the research.
Tens of thousands of people,
government support,
history of ufology
going back for thousands of years
and very much dedication.
They will use it to the needs
that they have.
[narrator] China is working on its own
expanding space program
and has built the world's
largest radio telescope:
the 500-meter Aperture Spherical
Radio Telescope, or FAST for short.
The cost of building
this tremendous telescope
reached $184 million.
If the aliens
don't want to show up officially,
China could decipher their messages.
[Salla] Over the last 15-20 years,
China has been using all of their
kind of scientific resources,
their ability to pay, to be able
to duplicate western technologies
to try and catch up to what the Americans
and what the Russians had done previously.
So now, China has made
tremendous breakthroughs
and are getting very close to,
to what the Russians had secretly built
as well as what the Americans have built.
[narrator] So with the Russians,
Chinese and the United States
warily circling each other,
hoarding their own UFO data,
how likely is it
that there will, at some stage,
be proper sharing of UFO
and USO intelligence
and a joint disclosure
concerning the extent of evidence
surrounding UFO activity
and monitoring programs,
on a worldwide scale?
Back in 2007, 2008, 2009,
you were seeing a global movement
for government transparency
on the topic of UFOs.
You had the French government
releasing stuff.
You had South America, um,
governments in, in countries,
in South America releasing information.
You had England releasing all their files.

[Cook] We need cooperation
from other countries
that actually end up knowing
more than we do in recent years
about aerial phenomena.
It's some known-unknown aerial phenomena.
So, no, I think these are real
and I think
there's a lot of people very interested.
I've talked to them.
Before, even just six years ago,
when I go back to Congress, right after I
was on the disclosure committee,
it was still being laughed at.
[Rodwell] Every country, I believe,
has been contacted by these intelligences
and they are aware that everyone's got
some of the technology as well.
So I think there is a kind of cooperation
on another level
between all the countries
about disclosure,
what they have, etc, etc.
And I think these intelligences
made sure of that
because they don't want any particular
country to call the tune and,
and dictate to everyone else
what should happen.

astronomer Carl Sagan often said,
"Extraordinary claims
require extraordinary evidence."
The paradox of the present
is that this evidence exists,
but the world behaves as if it didn't.
Recent disclosures, however, indicate
that better times may be on the horizon.

for military, um, secrecy,
but that's the problem actually
with the whole UFO phenomenon,
that this phenomenon in itself,
it should have been investigated
from the very beginning by science.

[Fleischer] Why the UFO phenomenon
has never been,
um, thoroughly investigated
by science so far,
as far as we know at least,
is because it, um, it ended up
in black military, um, channels
because the military just kept it secret.
And if there is no knowledge
publicly available,
how would scientists
be able to investigate this?
[Hurtak] Let us look beyond the politics
of the Old Regime.
The quantum shift is going to take place
because consciousness
is the hidden variable
for quantum transitions
where the younger people
began to expand their consciousness
and see the greater picture.
Then government authority will be,
shall we say secondary.
Teaching authority
or the social sciences will be primary.
We'll have a worldwide internet
of information
that will download information quickly,
so that everybody throughout the world
will be a citizen diplomat,
will have the opportunity
to have contact
without going to a military source.

is telling us something
about extraterrestrial beings
visiting us on earth,
you can be sure
that it's not because they would just
they want the whole mankind
to know about this.
There must be another motivation
behind this.
And we don't know what this is for.
is unquestionably
the prime candidate
for potential disclosure
of the hidden truth about UFOs.
The UFO phenomenon
has long been associated
with the world's number one
military superpower.
But what if other countries have come
in contact with extraterrestrials
and have covered it up?
For example, what secrets do the archives
of the former Soviet Union hold?
And what do the two bitter Cold War rivals
know about each other's
UFO monitoring programs?
I don't think the Americans
have a monopoly of this secret.
I firmly believe the Russians have had,
um, probably an equal amount
of knowledge of this
for about as long a time.
[Stonehill] United States is very much
interested in Russian ufology.
It was interested in Soviet ufology.
You can see the classified files
and just reading those files,
you become amazed at what
they wanted to know and vice versa.
They brought documents
from the United States, um, to Stalin
and he wanted to know
what is it that UFOs are.
And of course,
during the Reagan administration,
Reagan said
to Secretary General Gorbachev many times
that there was a need for the Soviet Union
and the United States to cooperate
in face of an extraterrestrial threat
because Reagan was given a briefing
where he believed
that some extraterrestrial groups
were a real threat.
[Fleischer] There's this whole dogma
of, uh, ridicule,
um, concerning UFOs
and extraterrestrial life,
which has, in my opinion,
been carefully built up
over the decades by some interested,
um, parties in the United States
because they were afraid
that the Soviet Union may use
the UFO frenzy in the United States
to cause some kind of a mass hysteria.
Um, and they were also actively
thinking about using
the UFO phenomenon as a means to do,
um, psychological warfare
in the Soviet Union.

Russia is becoming more secretive.
Its military power is increasing.
Putin has his own plans
and you can see it.
He's putting much more money
into the Navy,
into development of the Arctic,
and the other territories.
What with this, somehow I see
less information about UFOs,
less interest in the, among Russian public
simply because they
are not getting any information.
Yeah, they can read about Americans,
but nothing about Russia.
[narrator] What UFO secrets
do the Soviet archives hold?

September, 1977.
Petrozavodsk, Karelia - USSR.

At 10:50 in the evening,
Lev Nikolayevich Galkin,
a doctor of geophysical sciences,
was looking out of the window
of his apartment
in Petrozavodsk, Russia.
[eerie music]
Suddenly he caught sight
of something that took his breath away:
three luminous oval objects
moving smoothly in a triangular formation.
Glowing white,
the vessels hovered noiselessly
about one to one point five kilometers
above the ground.
[eerie music continues]
Dr. Galkin called his wife
and together, they watched the craft
for about a minute.
Galkin went to the next room
for binoculars,
only to miss the lightning
disappearance of the flying objects.

A glowing trail of light
remained that reached the Galkins' window.
When they inhaled the mist,
they immediately felt
a burning sensation in their throats
and subsequently for unknown reasons
they both suffered from amnesia.

At dawn,
the following morning,
the now legendary UFO,
which was later nicknamed the Jellyfish,
appeared over Petrozavodsk.
A dark amethyst-colored lenticular object
surrounded by a semi-transparent ring.
There were a number of points
around its perimeter,
from which pulsating radial tentacles
reached towards the ground.

After a while,
it disappeared beyond the horizon
and was later seen over nearby Onega Lake.
It glowed sharply and then vanished
at tremendous speed.
Hundreds of people
witnessed the object and nearby residents
reported that their window frames
had melted.
[Uvarov] That case which took place
in Petrozavodsk, was the real ones
and that transformation
which people reported,
when UFO took a different forms

gave a lot of material for thinking,
for discussion.
[Stonehill] People felt unusual
psychological gloom the day before.
This cannot be explained
by cosmos launching
and the Soviets,
they tried to cover up after that. But
it's a very strange case
and Petrozavodsk is in North Russia.
It's very interesting territory.
They have had UFOs sightings
for centuries.
[narrator] The Petrozavodsk incident
prompted an extraordinary meeting
at the Soviet Ministry
of Defense in Moscow,
the outcome of which was the creation
of two new departments
devoted to top secret UFO research.
The first was completely controlled
by the Soviet military.
The second was at the Academy of Sciences
under the acronym of SETKA.
[Stonehill] The program came about
in '78, SETKA, NET in Russian.
And it was a joint academic
and military program working together.
They were very much concerned,
military more concerned than scientists
because they wanted to know
who is messing with our nuclear silos,
who's visiting
our super secret submarine bases.
There were conflicting orders
in the armed forces.
Do we shoot at UFOs or do we not?
And they were shooting
at UFOs and losing aircraft.
It was on the border with Afghanistan.
Six aircrafts were shooting at UFOs
and they were destroyed
with 12 pilots. Gone.
[narrator] At the same time as they
were grappling with this new phenomenon,
the Soviet military,
like their US counterparts,
were trying to cover-up and explain away
the sightings of mysterious craft
in places like Petrozavodsk,
with claims that these were parts
of the Soviet space program.
[Stonehill] This was actually,
um, a launch
of a satellite, cosmos satellite,
which they said this
is what caused the unusual object
that was seen in Petrozavodsk
THE DIAMETER NEAR THE MOON
but UFOs were seen before, after,
and in North Russia and Finland.
They couldn't explain the presence
of the jellyfish-like object
over Petrozavodsk.
If it was only Soviet, um,
technology that they had mistaken,
why create a special program
to study UFOs?
[narrator] But behind the scenes,
the Soviet authorities were panicking.
The sightings of UFOs
near their nuclear bases
played into their greatest fear
that forces beyond their control
were tampering
with their massive nuclear forces
and hindering their ability to strike back
in the event of an attack
by the United States.
Who, they wondered,
could be capable of such a thing?
Now the fact is from 1945
until the end of the twentieth century,
there were detonations
of over 2,000 nuclear weapons
in this world.
So if you're an extraterrestrial
and you are aware
that this is actually doing serious damage
to our upper atmosphere,
which I'll guarantee you it was,
that would be an interest of theirs.
I'd spoken at length
to a retired US Navy individual
from the 1960s, who was present
when they were doing, um,
these types of tests,
detonating these high-altitude weapons.
He said, look, we had UFOs
all the time during those tests.
All the time.
It's undeniable
that American and Russian nuclear sites
have been visited extensively
by UFOs and documented
very well, well above chance.
[narrator] One of the most important
pieces of eyewitness evidence
of this phenomenon
was given by Professor Jacobs,
who served in the United States
Air Force in the 1960s.
One of his tasks
was filming
ballistic missile tests carried out
at Vandenberg Air Force base
in California.
In 1964, there was an unprecedented event
during a missile test.
[Jacobs] We watched that stage burn out,
we watched the second stage burn out,
we watched the third stage burn out
and into the frame came something else.
It flew into the frame like this
and it shot a beam of light
at the warhead which is represented
by my thumb here.
Now, remember all this stuff is flying
at several thousand miles an hour.
So this thing fires a beam of light
at the warhead, hits it
and then this thing flies up like this.
Meanwhile, we are all going like this,
fires another beam of light,
goes around like this,
we're going like this.
Fires another beam of light,
goes down like this,
fires another beam of light
and then flies out the way it came in.
And I said, "It looks to me
like we got a UFO."
Now, the thing that we saw,
this object that flew in
was circular, was shaped like, um,
two saucers cupped like this,
with a ping-pong ball on top.
The beam of light came out
of the ping-pong ball.
That's what I saw on film.
Now, Major Mansman said to me,
after some discussion about it
He said,
"You are never to speak of this again.
As far as you're concerned,
this never happened."

All militaries who was,
who have been engaged in
UFO research, they said,
"Always, when we started
kind of a military training,
something like this, using the devices
containing nuclear weapons,
UFOs immediately appear, immediately
and they were controlling
what's going on."
[narrator] The appearance of UFOs
near military bases
containing nuclear missiles,
or at nuclear test sites
has been documented
in a number of countries
and appears to be no coincidence.
One notorious case in the early 1980s
concerned not just the appearance
of an unidentified flying object,
but also a top-secret nuclear near-miss,
when catastrophe on a massive scale
was only narrowly averted.
October 4th, 1982.
Nuclear missile base,

In the underground
control room
of the Usov 52035 Military Unit,
where battle stations to launch
a first strike
nuclear attack on the United States,
Colonel Boris Sokolov
and Lieutenant Colonel Vladimir Platunov
suddenly notice an alarming irregularity.

A massive flying object
in the night sky, which, as they put,
they only knew from movies.
No windows, a smooth surface
and a vessel that maneuvered silently
in an unpredictable way.
[dramatic music]
[narrator] At the base,
warning lights lit up on both panels
indicating that nuclear missiles
were being readied for launch.
[eerie music]
But this would have to have
been approved by command
in Moscow
and Moscow knows nothing about it.
At this moment, the world
is one step away from World War III.
For 15 seconds,
the base completely loses control
of its nuclear arsenal.
Major Davidovich Kataman,
commander of the control center
later said,
"I observed spontaneous illumination
of all displays."
Something had manipulated
a series of activation codes
and put nuclear missiles on standby.
The soldiers present watched in horror,
waiting for the devastation to come.
After 15 terrifying seconds,
everything returned to normal.
The equipment was later disassembled
piece by piece,
but no anomalies or faults were found.
Only with the collapse
of the Soviet Union eight years later,
would the world learn
how close it came to nuclear holocaust.
I went to Russia in the 90s,
I got the documents, I interviewed the
people who were in charge of that study.
They thought it was a message.
They thought that whoever
was in the flying saucers
was telling us that these
may be your most powerful weapons,
but we're not impressed.
We can take control of them
whenever we want.
[Bassett] They turned them off
and then they let us turn them on.
They didn't melt them down.
They turned them on
and let us take it's a message.
And that's what most
of the witnesses think. It was a message.

[narrator] According to available
SETKA documents,
the second half of the 1980s was witness
to extensive UFO activity
over the Soviet Union.
When Mikhail Gorbachev became
the General Secretary
of the Communist Party,
the strategy of secrecy also changes.
The leaders of soviet space programs
and military forces publicly confirm
that they have had UFO
research institutes for a long time.

[Stonehill] Gorbachev takes chains
of the subject of UFOs
in the Soviet Union
and no more censorship.
One year later,
information comes out.
For four years, incredible information
came out.
They wanted to know what's going on.
SETKA collected,
imagine, Soviet armed forces.
Every soldier has to report
anything unusual he sees in the sky.
Every sailor has to report.
We still have forms from that program.
Very interesting scientific descriptions
and, you know, you have to explain
what angle the object was flying,
what shape, what time, where it came from.
Excellent. Because United States
did not have a program like this.
[narrator] With the collapse
of the Soviet Union,
a number of notable disclosures
on UFO encounters came to light
from other Eastern Bloc countries.
UFOs were encountered
by military pilots from Poland,
Hungary and Czechoslovakia.
For example, the crew of a Czechoslovak
army helicopter encountered something
that the US military would encounter
some thirty years later:
the UFOs known as Tic-Tacs.

July 12th, 1987.
Vranov Dam, Czechoslovakia.
The three-member
Czechoslovak Army crew
of the Mi-24D military combat helicopter
were ordered to take off
immediately that day in July.
Radar had detected
that the airspace border with Austria
had been breached by an unknown object.
The world was still divided
politically and militarily
into Eastern and Western Blocs.

[Tesařík] We then saw something like
a reflection of the cockpit of a plane.
So we reported
that the target looks like a fighter,
but at a great distance.
[suspenseful music continues]
So after that,
they started to guide us to it.
We climbed up to 3,800 meters,
above the clouds,
we still didn't see anything.

We flew in those clouds
and at the same altitude as the object,
then you say to yourself,
it's just here somewhere.
The impact
has gotta come any second.

These maneuvers against us
were definitely dangerous, I think.
When you're somewhere in a cloud
in a helicopter that has no locator
and you have to trust
the guidance station,
you feel pretty unsure
in a situation like this.
The on-board technician
very quickly dressed in a parachute,
I think he broke the record
in dressing at that time.
It was such an awkward situation.
At some point, something flew above us.
We saw a light object.
Then we saw quite clearly
it was an aircraft type object,
but with no wings.
Some kind of cigar of the color
of reflection of aluminum.
And it made such strange maneuvers,
always moving as to the sun.
Smart object.

like a wrapped cigar.
No windows, nothing.
I didn't see any wings.
It was silver.
The length was about 10 to 15 meters.
We turned to follow him,
and then, we just flew together like that.
I was trying to get him in the indicator.
It's flying like this,
and suddenly we're back in those clouds.
It didn't make sense at all to me
that they had put us on such a target.
At such heights.

[narrator] More than 30 years later,
the crew members don't believe
the aircraft they encountered
was of this world.
Nothing like that
had such maneuverability at the time.

The maximum speed of the 24
was 320 kilometers per hour.
I think that pursuing something like that
was completely out of reality.

We didn't know what it was.
We didn't identify any cognitive marks.
We couldn't react or shoot at him,
it wasn't possible.

[Tesařík] Below us,
the Vranov dam was full of people.
When you realize that,
you decide not to shoot very quickly.
Even though we got an order
to fire at this object at least twice.

[narrator] In 2004,
a similar object appeared
in newly released Pentagon videos
taken by US Navy pilots,
from the Aircraft Carrier,
USS Nimitz.
The object,
nicknamed for its Tic-Tac shape,
changed speed,
almost stood still for a while,
only to fly off again at speeds
of up to 2,700 kilometers per hour.
I guess the technology
is not advanced enough even today.
As in the video we have just watched.
They had the F18s and they
wouldn't be able to handle it either.

[narrator] The unidentified object
that the Czechoslovak flight crew
encountered
disappeared in the direction
of the nearest nuclear power plant.
The three-member crew
then reassured each other
that they hadn't imagined it
and that they had all seen the same thing.
Upon landing,
they were all taken for briefing
and special instructions
by their military command.
After landing, the guidance station
ordered us
to dispose of all materials involved.
SARP and recording equipment,
the tape recorder we had on board.
So everything was erased
and that was supposed to be the end of it.
It was never meant to be published.

[narrator] However, the incident
over Czechoslovakia
in the late 1980s was not unique.
The Eastern Bloc experienced
similar encounters several times.
One took place over the coastal territory
of Poland four years earlier.
[fighters whizzing]
There were also attempts
of Soviet pilots to shoot down UFOs
while flying over Soviet territory.
A few months after the air
chase in Czechoslovak airspace,
an extraordinary incident occurred in the
Soviet town of Dalnegorsk,
about 1,000 kilometers away.
[Stonehill] Dalnegorsk
was a very interesting case.
What's most important
is the silence of the Soviet government.
Because if it was like,
like some people say
NATO, um, spy satellite
or spy, um, object,
they would scream bloody murder.
They would go to United Nations.
They don't say one word.
This was a very strange case.
[narrator] January 1986 to November 1987.
Dolnegorsk, Primorsky Krai,
the far east region of Russia.
[mellow music]
Yevgeny Serebrov, a
fifth-grade elementary school student
in Dalnegorsk, Siberia, is returning home
when he suddenly spots
a low-flying, glowing object.
It heads towards the nearby mountains
colliding with one of them.
Other eyewitnesses also later confirm
that the object hit a peak
called Izvestkovaya
or Height 611.

The fireball flies
slowly parallel to the ground,
accurately following the surface terrain.
It rises and drops several times.
There is no explosion on impact,
only a resounding bang,
followed by brief fires among the trees.
[eerie music]
And the metal that was left behind
was of very unusual qualities.
Some people say it doesn't exist
and cannot exist.
[suspenseful music]
[narrator] The event, which would
later be dubbed the Soviet Roswell,
was far from over.
Eight days after the incident,
at half past eight in the evening,
two yellow glowing objects
appeared near the crash site.
According to witnesses,
after flying over Height 611,
they made four circuits
and then disappeared in a flash.
But it was only a prelude
to what was about to take place
in the sky.
On Saturday, November 28th, 1987,
the airspace of Primorsky Krai
was literally flooded with UFOs.
According to eyewitness testimony,
32 fly-overs of UFOs were counted
from ten o'clock in the evening
until the following morning.
The shapes of the craft vary greatly.
Some were estimated
to be up to 200 meters in length.
[Uvarov] They were searching
for this object.
Why so many?
Because probably, probably the trace,
informational trace which have been left
was not fully informative
because the UFO
had a serious technical problem.
First one, first spacecraft
moved into one dimension,
the second one into another dimension,
so like this, from this point,
they were trying to jump
into parallel dimension,
trying to find this spacecraft
to help each other.

[man] A UFO crashed on this hilltop
in 1986.
The sight known only by its height,
Height 611,
is littered with strange debris
and is considered to be one of the
most significant UFO locations
in all of Russia.
The sphere was red, it was flying
straight and then sharply went down.
[narrator] The crash site
of the unknown object
became a pathogenic zone for three years
after the incident, uninhabited
and strictly off limits to the public.
The Ministry of Defense closely monitored
the scientific investigation
of the fragments found,
which displayed technological properties
for which there is no match even today.
In addition to UFOs, both the US Pentagon
and the Russian Defense Ministry
have also been paying close attention
to another unidentified phenomenon, USOs,
Unidentified Submerged Objects,
which have been spotted in our oceans.
[D'Antonio] The American Navy
has, um, apparently a program
to catalog these, not capture them
'cause they move way too fast
and they're there and they're gone.

I was invited
to go out on a nuclear submarine
because I had done some work for the Navy
and when I did, during that time,
we actually had come through the sonar
basically, the eyes of the sub,
a very fast moving object.
That fast moving object was moving
several hundred knots
unlike anything.
There's nothing like that on earth.
[Schratt] We've got cases
from former Soviet Union
of these 200 foot long bullet shaped USOs
punching out of the ocean right next
to our boomer class trident submarines.
And this is the Russian version of it
here, going right out into space.
You know, probably 82, 83 timeframe.
And these cases can't be denied.
And there's hundreds of them like this.

And that's one reason
why the Navy
is controlling the UFO research.
It's not the Air Force,
it's the Navy
that's driving the whole thing
because the Navy
has been reporting these things
for a lot longer than the Air Force has.
[Stonehill] They go on spy missions
to the United States or NATO areas.
All of a sudden, some unusual objects,
big, fast, incredible objects
would appear by Soviet submarines.
And they thought, what is it, is it the
Americans that are finding us?
But it wasn't, and it was no Americans.
So they got very much
concerned about it too.
I have recently brought up information
about Vice Admiral Matushkin.
He passed away recently,
but they speak out before they die.
And he was a Vice Admiral, one of the top
Soviet submarine commanders.
Really knew his stuff.
He led submarines under ice
from one ocean to another.
They were on a spy mission by Greenland.
And they saw a UFO
coming from the waters shooting upwards.

[Stonehill] I believe in 2009
when there was a lot of rumors
that, oh yeah, the Russian Navy
is going to declassify USO files.
And I kept saying this is not
going to happen.
But the response was from the official
representative of the Russian Navy.
He said, "Listen, if we show
where we see USOs,
you'll find out itineraries
of our submarines,
where our submarines operate."
[narrator] USO incidents
recorded by Soviet submarine fleets
in the Baltic and Black Seas
in the 1990s are by no means
isolated incidents.
Over 20 years earlier, in 1977,
similar sightings
were recorded in South America.
Brazil has actually officially
released much of their information
to the teams of, we'll say, UFO experts.
Military pilots, even Generals, have seen
while they're flying on airplanes
or even on the ground, extraterrestrials,
and the government
is willing to release this.
I think if something
like a government disclosure
would ever come from any government
in the world,
it would be from the Brazilian government
because they have a lot of material.
They had a very famous case
on an Island named Colares.

Colares, Amazon Delta, Brazil.

A Fisherman,
Manoel João de Oliveira Filho,
is getting ready
to head out to sea with friends.

But before they
board the ship,
they spot something extraordinary
in the water.
[dramatic music]
Not far from them,
a beam of white light
appears to be emanating
from the bottom of the ocean
and communication with an object
resembling a giant umbrella
hovering quietly over the beach.
After a while, the object begins to move
and disappears soundlessly.

The subsequent sightings
in this area are chilling.
For several months,
craft of unknown origin and various shapes
appear in the sky daily
above part of the Amazon Delta.
Some of them seek out locals
seemingly to observe them
for inexplicable research.
Most appeared from the north side
near the town of Colares
with a population of two thousand.

They often send
a beam of light down on people,
which frequently causes
stinging, superficial injuries.

When examined,
they are diagnosed
with a special form of anemia.
"CHUPA-CHUPA" IS NOTHING BUT FANTASY

UFOLOGY RESEARCH AND INVESTIGATION
THE PATH OF FLYING SAUCERS
[Fleischer] The Brazilian military came in
and, um, there's a very good
and famous researcher from Brazil.
His name is A.J. Gaevard.
And he had found out
that their original, um, goal,
their original mission had been
to, um, to first of all establish the fact
that there is something.
And then secondly,
try to get in touch
with the alleged intelligence
behind that phenomenon.
[narrator]
35 people are reported injured
and the locals begin to call these attacks
Chupa-Chupa or Suck-Suck.
The military operation
is entered into the archive
under the code name Operation Plate.
During the investigation, it shoots four
films and hundreds of photographs.
The world learns much later
that the army had reportedly managed
to contact these unknown entities.
FOCUSED LIGHT TRANSMITTER
Captain Uyrange Hollanda,
commander of the operation,
did not share his experience
until 20 years later.

He described how he was on
a night river patrol
near one of the villages
when a huge unknown object
fell from the sky
on the opposite side of the river.
It was a cylinder about a hundred meters
high with a smooth surface.
After a while, an unknown figure
separated from the foreign object.
It moved slowly through
the air to the captain on board the boat.
[dramatic music continues]
Stopping just in front
of him, before floating back to his vessel
and vanishing without trace.
[eerie music]
Um, so, you could say that, well,
it seems that the Brazilian military,
they have reached their goal
to get in touch with this intelligence.
So this way it should have become
interesting for the Brazilians, right?
So how logical is it
that the Brazilian Air Force
would eventually completely stop
the whole operation
and withdraw all the troops and go away?
Why would they do this?
[narrator] The most famous Brazilian
case of all, in 1996, was further evidence
of United States control
over these incidents.
It was entered in the archives
as the Varginha UFO Incident
and, although it was initially reported
and followed by the media,
it was later denied and covered up
by the Brazilian military,
at the insistence of the United States.
[Fox] A UFO crashed.
A number of people witnessed it crashing
and then several hours later,
two entities alive were wandering through
the little village of Varginha, Brazil.
Witnessed by tons
and tons of people face to face.
I didn't believe it at first,
but I've been there like three times.
I'm sure there are pictures.
If you have a
really good photograph of a UFO,
you can bet your ass
that you're going to have men in suits
showing up at your house.

[Fox] I heard stories for about 12 years
before I transitioned over to realize
that that really does happen,
that they somehow monitor
all forms of communication
and people that have
very definitive evidence,
it just vanishes most of the time.
[narrator] Most secretive of all
is what the world's most populous
and most security-conscious country,
China, knows about the UFO phenomenon.
What is happening
in the secret programs of a state
that aspires to be the world's number one
economic and military super power?
CHINA AEROSPACE SCIENCE
AND TECHNOLOGY CORPORATION
[Fox] When I was in China,
there was a UFO organization
that had the stamp of approval
from the Chinese government.
We had active military generals
that were accompanying us
as we're doing our research in China,
which is like kind of a tacit way
of saying we approve of what you're doing.
[dramatic music continues]
I did not encounter any, um, pushback
from the Chinese government,
um, from the Chinese people
on, on the topic of UFOs.
In fact, I found a lot of parallels
with the phenomenon
and even more so
with the, um, with the evident messaging
to the Chinese
when they've come in contact
with the phenomenon.
Parallels that I found in Africa
and other countries.
[Stonehill] China is a silent,
very active country,
but they study ufology to a great extent,
very organized.
I was amazed, what I saw and heard.
What I was told and what I found out
myself is the extent of the research.
Tens of thousands of people,
government support,
history of ufology
going back for thousands of years
and very much dedication.
They will use it to the needs
that they have.
[narrator] China is working on its own
expanding space program
and has built the world's
largest radio telescope:
the 500-meter Aperture Spherical
Radio Telescope, or FAST for short.
The cost of building
this tremendous telescope
reached $184 million.
If the aliens
don't want to show up officially,
China could decipher their messages.
[Salla] Over the last 15-20 years,
China has been using all of their
kind of scientific resources,
their ability to pay, to be able
to duplicate western technologies
to try and catch up to what the Americans
and what the Russians had done previously.
So now, China has made
tremendous breakthroughs
and are getting very close to,
to what the Russians had secretly built
as well as what the Americans have built.
[narrator] So with the Russians,
Chinese and the United States
warily circling each other,
hoarding their own UFO data,
how likely is it
that there will, at some stage,
be proper sharing of UFO
and USO intelligence
and a joint disclosure
concerning the extent of evidence
surrounding UFO activity
and monitoring programs,
on a worldwide scale?
Back in 2007, 2008, 2009,
you were seeing a global movement
for government transparency
on the topic of UFOs.
You had the French government
releasing stuff.
You had South America, um,
governments in, in countries,
in South America releasing information.
You had England releasing all their files.
[suspenseful music]
[Cook] We need cooperation
from other countries
that actually end up knowing
more than we do in recent years
about aerial phenomena.
It's some known-unknown aerial phenomena.
So, no, I think these are real
and I think
there's a lot of people very interested.
I've talked to them.
Before, even just six years ago,
when I go back to Congress, right after I
was on the disclosure committee,
it was still being laughed at.
[Rodwell] Every country, I believe,
has been contacted by these intelligences
and they are aware that everyone's got
some of the technology as well.
So I think there is a kind of cooperation
on another level
between all the countries
about disclosure,
what they have, etc, etc.
And I think these intelligences
made sure of that
because they don't want any particular
country to call the tune and,
and dictate to everyone else
what should happen.

[narrator] The famous American
astronomer Carl Sagan often said,
"Extraordinary claims
require extraordinary evidence."
The paradox of the present
is that this evidence exists,
but the world behaves as if it didn't.
Recent disclosures, however, indicate
that better times may be on the horizon.
[Fleischer] There are many reasons
for military, um, secrecy,
but that's the problem actually
with the whole UFO phenomenon,
that this phenomenon in itself,
it should have been investigated
from the very beginning by science.
[dramatic music continues]
[Fleischer] Why the UFO phenomenon
has never been,
um, thoroughly investigated
by science so far,
as far as we know at least,
is because it, um, it ended up
in black military, um, channels
because the military just kept it secret.
And if there is no knowledge
publicly available,
how would scientists
be able to investigate this?
[Hurtak] Let us look beyond the politics
of the Old Regime.
The quantum shift is going to take place
because consciousness
is the hidden variable
for quantum transitions
where the younger people
began to expand their consciousness
and see the greater picture.
Then government authority will be,
shall we say secondary.
Teaching authority
or the social sciences will be primary.
We'll have a worldwide internet
of information
that will download information quickly,
so that everybody throughout the world
will be a citizen diplomat,
will have the opportunity
to have contact
without going to a military source.

[Fleischer] If some government authority
is telling us something
about extraterrestrial beings
visiting us on earth,
you can be sure
that it's not because they would just
they want the whole mankind
to know about this.
There must be another motivation
behind this.
And we don't know what this is for.
