By the time he was arrested, any forensic evidence had disappeared, clothes burnt, the murder weapon was gone.
They had no real evidence and he knew it.
Why the surveillance in the first place? We got intelligence he was about to import a new synthetic drug called 2C-9 or cocoa dust.
It's a hallucinogen aimed at children.
The manufacturers created a market by convincing kids it would enhance their gaming experience.
It's a powder you need to mix with something to ingest, so users mix it with chocolate.
Cocoa dust.
It's like playing Russian roulette.
If the chemical compound is compromised, users start to hyperventilate, blood pressure goes through the roof and then there's massive heart failure.
If the police know about this, why can't they pick up with Caine where they left off? The police would never get a request for further surveillance approved until after the case review.
Even if they did, it will be too late.
There's a huge shipment of 2C-9 about to flood the country, just waiting for Caine's say-so.
We can't let that happen.
