Once enough properties had
been boarded up and abandoned,
then Amory could apply to
the city for a blight decree.
It means the city can
expropriate the land
and then sell it back
at a very low price.
And if he's got more fires planned,
that means more people
could get hurt. Or worse.

prove he made this blight decree.
