The reason Goundry would know where Khalid is holding Sergeant Kam is because the warlord was, once upon a time, Goundry's asset.
He managed Khalid in a covert program to buy uranium off of the African black market, in order to keep it out of terrorist hands.
- Well - COOGAN: Sir, are you telling us that the man that's holding Jimmy right now used to work for the CIA? Well, black market uranium dealers don't knowingly like to sell to Americans.
We needed a middleman.
The plan was: Khalid buys it, Goundry destroys it, everybody wins.
Only, Davis Goundry did not turn the uranium over for disposal.
He hid it from us.
We can only guess what his intentions are.
Whether money or ideology was the reason that Goundry turned, we don't know, but we need to find him.

Since this is a domestic operation, FBI is running point.

While they're searching for Goundry, we are in a holding pattern.
