She was like their enforcer.

So, what, are the survivors of the Moon Hill cult just-- I don't know-- using true believers to, what, to-to manipulate them into doing what they need them to do? And then there's this.
Some man wearing the same vest and knife as Billy Grimm.
Yeah, that was taken up at the Moon Hill property a long time ago, too.
So, is he the leader of Moon Hill cult? Or the original Billy Grimm? Steven Rae's inspiration for Billy? Or the real Steven Rae?
