A Parish Under Siege

and the truck saw a body in the driveway.

yeah, well, I get that all the time.
Listen, how much have you had to drink? about a six-pack.
that's a little too much, isn't it, now? Let's do it.
That's a big bastard right there, boy.
Car flipped.
Two people flew out of the car, both hurt very badly.
I make a living in the movies, but for the past 20 years 11, 825, code 6.
I've also been a cop.
And along with some of the finest deputies on the force, I serve the people of Jefferson Parish, Louisiana.
code 94-G, shots fired.
My name is Steven Seagal, all units respond.
that's right, Steven Seagal, Deputy Sheriff.
Today we're responding to a call that could be serious, About, believe it or not, rodents.
Mr.
Glancey, you all got some nutria problem over here? yes, sir.
If you come to the bank, you'll see the actual damage that they're doing.
they're burrowing underneath this embankment? you see just hunks of it falling off at a time.
that's right past that pipe right there Where they're living at.
nutria are kind of a beaver-like creature.
There's millions of them in the bayou, and they can be tremendously hazardous to the communities.
They burrow under the levees, and one of the reasons why Katrina was very, very devastating and the levees collapsed was because the nutria had caused so much erosion, so we're here to try to make sure that kind of thing doesn't happen again.
they have tunnels from the canal right underneath the house.

boy, they doing some digging.
we've caught numerous nutrias out of there and let them go.
I don't know what the answer is.
I mean, this is a problem everywhere in Jefferson.
we've tried a lot of different techniques to get rid of the nutria, but there only seems to be one that really works.
Several nights a week, we go along the canal banks and actually shoot the nutria.
It's an unusual way to do it.
For the most part, we've been somewhat effective.
But the trouble is, because they reproduce so quickly, it's hard to just get rid of them completely, which we may never be able to do.
Yeah, I got a big old pot of nutria jambalaya on the stove there.
we just had some, thank you.
oh, did you? no, just kidding.

These folks and their concerns are very, very serious.
It would be nice if we could figure out a way to coexist with the nutria and protect the community too.
I mean, it's not just a matter of going out and shooting some harmless little, innocent animal.
These animals are causing major damage.
I myself don't shoot the nutria.
I don't shoot anything that's not shooting at me.
♪ ♪ It's Friday night, and people are looking to let off some steam.
That could mean a busy night for us.

in eastern philosophy, we believe that the quieter you become, the more you can hear and understand.

That's why when I first arrive on a scene, I kind of try to take it all in and see where my team is most needed.
where's the other person that was in the vehicle? oh, all right.

three or four people in the car? yeah, so now you've got one here and one here.
there could be one more person they haven't found yet.
did he tell you if they had another third guy in here? we haven't found him.
well, if that's the case, I'll be looking in these bushes.
The force of the crash could have easy thrown anybody into the tall grass.
Depending upon his injuries, we may only have minutes to find him and get him in the hospital.
If the body hit the bushes, we'd be down, And the way that car is trashed, this body could of flown, you know, a little ways.
Hey, Johnny, I don't see anybody over here this side at all.
what happened? Is he all right? do you know these people? yes, they just left from the bar.
can I ask you who was in the car with them? there was just only two.
only two people? for sure, yeah? yes, there was only two.
is he all right? well, they're working on him right now, absolutely.
We're going to try to give him a little space, and as soon as he gets better, they'll be able to talk with him.
are you sure there was only two people in the vehicle when they left? yes, I'm sure.
and they didn't go anyhwere and pick somebody up? because I work at the bar.
They didn't come back, and we seen the cops pass by, and we back up; back up; back up.
it's all right; it's all right.
man, I don't often see a car that up, do you? not that often; that's for sure.
so the good news is, we were able to determine there was only two people in the car.
We know that they were coming from a bar, and we're not really sure if alcohol played a role in this or not.
At this point, we're just really concentrating on keeping them alive.
I'm really rooting for these guys.
Man, I couldn't find no other people throwed out anywhere.
all right, let's roll.
I think they just couldn't make the turn.
They had to be going pretty fast to sustain that kind of damage.
oh, absolutely.
it's the end of the work week.
People are getting rowdy.
We're going to go into some troubled areas.
We're going to go around some of the bars, some of the establishments where there's intoxicated people, and try to make sure everybody's safe.
When I was in Asia, you know, I learned to relax by studying the martial arts and meditation.
Over here, a lot of people relax by drinking, and we're okay with that as long as nobody gets hurt.
We don't want any more accidents as a result of the alcohol.
what we're basically doing is trying to see what we can stop.
We're more like a vaccination, and if we get to it before they get out of hand, then we might prevent something that is worse later on.
Why don't you park in that parking lot? Let's just see if there's anybody loitering or drunk and disorderly.

everybody's been partying, and that's when the alcohol starts to take effect on people.
I think it'll start picking up as the night goes on.

so far,it's been pretty quiet, but the night's still young.

we're not out here to try to ruin people's fun.
We don't mind if they drink as long as they do it responsibly, and we hope that our presence out here is going to make them act more responsibly.
why are no lights on up there, Headlights or nothing? is he drunk? Chief, I got someone weaving in front of us with no headlights.
When somebody's driving erratically, especially on a Friday night, there's a good chance they've been drinking.
It's always the kind of situation that can turn into something very dangerous.

they had two bottles of some kind of unusual-looking substance on the roof of that car right there, and one of them is I'm not really sure, and the other one is, I really don't know what it is.

he said it's herbal medicine.
yeah, it is.
We do this in Asia, Larry.
We make this in asia.
We take all kinds of very powerful herbs, and we mix them in with a very, very strong vodka.
This stuff may have been used for medicinal purposes, but it also can get you very drunk.
they said it's for your thing.
He keeps doing this.
this is good stuff.
I wish I could have it.
We've asked them to walk home.
They'll come back and drive away when they're a little more sober.

We got a lot of critters out there? we got a few.
We're working the west side of the parish right now.

as a Buddhist, you know, I really don't believe in killing anything unless I really have to.
Steven wants to talk to the Major about other ways of controlling the nutria.
While he does that, we're going to jump in the truck and take a couple of shots.
generally speaking, we usually have a team of about eight SWAT team members.
We have silenced .
22 rifles, so it doesn't become a nuisance with the citizens in the area.
These critters are devastating, you know, the homes where people have to live.
it's so very, very important that we maintain the integrity of these canal banks.
boy, especially with the danger we have here with the hurricanes.
yes, sir; yes, sir.
see all these big holes? They dig that.
they are causing major erosion.
what's that on the bank to his left right there? I don't see him.
wait, by the pipe, by the pipe, by the pipe.

We tried shooting the nutria.
The first night that we went out, there were 14 trapped, and there were several hundred that we were able to shoot successfully.
We have not found a more effective way.
I personally-- in the beginning, I thought, "man, that would be really great if you could trap them and, you know, throw them out in the bayou," But boy, you know, the trapping is just not effective.
These varmints are destroying the levee systems, the roads, people's homes, and something has really got to be done, so if SWAT is gonna shoot them, at least we're honoring the cycle of life by tomorrow going to the zoo and feeding the alligators with the dead nutria.

We had a kill-free night.
Fortunato missed two, and I missed two, and everybody lived.

Why you driving? You smell like a brewery, you know that? you've been drinking your ass off honna kill somebody's child out here tonight.
they were swerving and driving erratically and sure enough, we come up on them, and they appear to be very drunk.
I figured that.
you've got an open container in here.
he ain't got nothing, nothing.

We're gonna take the driver's name, run it through the system, and see if anything comes up.
how much have you had to drink, brother? huh? how much have you had to drink? pretty much.

Listen, you all drinking-- don't worry about that; worry about going to jail.
You know what? When you drinking that much and driving, you're putting a lot of people in danger, don't you think? yeah.
These guys are still in their work clothes.
I think they probably just started drinking after they finished work.
I'm not saying they're bad guys.
I just think that they have a little bit of poor judgment tonight and need to be a little bit more disciplined next time.
Who's at your house right now, man? she's got a way to get over here? I believe so.
I want you to call and tell her to come over here.
We afforded this man, the driver of the vehicle, the opportunity to call his girlfriend and let her take possession of the vehicle and drive the vehicle and his friend safely home.
17s is that 17s? yes, yes.

You're going to jail.
You got some warrants out for your arrest.
you're going to jail for warrants.
what about him on the left? The gentleman on the left's clear.

the driver's feeling unlucky tonight, but he could have potentially killed somebody, and then he'd be looking at a heavy prison sentence instead of just one night in jail.
Is this your old lady right here on the bike? yeah, that's her.
yeah, there were a few things you could have done.
You could have had a license, but if you chose not If you chose not to get a license, you should have not been drinking, and if you chose to drink, then you shouldn't have drove.
he's got to go to jail.
The other guy's drunker than hell.
We're making sure that he doesn't drive.
His girlfriend took the car, and that's that.
Alex, let's got take a ride over there, Alex.

He got caught drinking behind the wheel.
I don't drink much myself.
I feel that it clouds the mind.
But if you're not thinking clearly, you might hurt yourself, or even worse, You could hurt somebody else.
♪ ♪ We're here to feed the alligators with the nutria that SWAT killed last night.
I myself have refused to shoot the nutria.
However, we do feel that this is sort of a part of the natural cycle, Where the alligators are going to eat what they naturally eat in their own environment.
