How does Shen fit into that model? He is what they call a social agent.

These social agents just gather intel.
Rarely are they active recruiters.
It's what Shen is doing, insinuating into the minister's private life.

He gets to know the minister and because of the homosexual relationship it's already a clandestine, covert affair.
They are already in a covert relationship sharing a secret lifestyle which makes the step to sharing more intimate secret information easier.
Does he have the technical expertise to ask the minister about technology - as in our nuclear power resources? - I don't think so, no.
I think they are probably just using Shen to seduce the minister.
They'll get the minister in a homosexual affair with probably lots of video evidence.
Then Shen will disappear.
He'll become a cut-out.
Then what could happen, we know they've done this before, they'll recall Shen back to China, arrest him, then extort the minister by saying they'll execute Shen unless the minister starts providing whatever intelligence.
