Navy pilot, flew cargo
out of NAF Atsugi.
Reservations had her staying two nights.
And the night manager
is the one who found her.
JESSE: Ligature marks on her neck.
TENNANT: Yeah, and bruising on
her wrists. She was strangled,
but not without a fight first.
Nothing else seems out of place.
I mean, no signs of forced entry.
Suggests she may have known her killer.
CHASE: I'd say intimately.
JESSE: Commander Chase.
I did not see you there.

But I was actually examining
evidence of a biological nature.
Hotels are full of that.
You know, fingerprints, hair,

But what I found was
distinctly post-coital.
Brooks had sex before she died?
Which suggests she may have
known her killer very well indeed.

We'll pull security footage,
get a list of visitors,
and have Kai and Lucy
learn more about Brooks.
Lieutenant Commander Brooks has
been a Navy pilot for ten years.
Most recently running
the regular MAC flight
from Okinawa to O'ahu.
It's cargo mostly, plus military
personnel hitching a ride.
And I got a call into her
squadron CO for the full rundown.
LUCY: Well, I learned Brooks
stayed at the Kahua Koa
11 times in two years.
- Well, that's a lot.
- Mm-hmm, plus when she came,
she never did anything touristy.
No boats, no hikes.
Just stuck to the hotel.

the security footage.
There's a whole section missing.
TENNANT: We're assuming
it's the part where
you came into Brooks' room last night,
had sex with her.
And then strangled her to death.
That's ridiculous.
You have a history with NCIS, Frank.
You went UA for ten days
when stationed in Rota, Spain.
Agents tracked you to a nearby hotel,
where they found you with a
young woman and $20,000 in cash
stolen from her husband.
According to your statement,
the young woman was
in an abusive relationship.
You offered protection,
and the money was hers.
I was trying to help her escape.
And the stolen money was what, a fee?
No, it wasn't stolen.
You know, it really
doesn't matter what I say,
because you've already
made your mind up.
My mind is made on what I see.
Withholding the
relationship with Brooks,
tampering with evidence,
it says you're guilty, Frank.

Someone entered her room.

Turns out there was an
investigation of cocaine
being trafficked onto the base,
possibly hidden in cargo planes,
and she was a person of interest.
All right, better check her plane out.

to keep an eye on Frank
Howell's movements.

a fingerprint of the man
Howell left with.
Derek Tupua.
Served five to seven at Florence State
for drug trafficking and assault.
Moved back home a year ago
where he works as a property manager
for a series of properties
that don't seem well-managed.
It's not my circus,
but this Tupua character looks
like a much better suspect
for murder than your night manager.
The only thing we know is
that they're probably together.

other bodies in those barrels.
Too decomposed for any
sort of identification.
Tupua's had practice.
I haven't seen this level of brutality
since I was helping the locals
identify bodies in Juárez.
It does have cartel written all over it.
Tupua probably assumed that
Frank was cooperating with us.
Or made damn sure that he never would.
Well, he knows we're on to him now,
so he'll be pulling up the stakes.
Look, if there are any actual drugs,
we need to find them fast.
