And that gives him motive.

Cassata took it personal, openly threatened Powell in court.
So Powell enrolled in WITSEC.
His pregnant girlfriend didn't want to go with him? Ah, Leah didn't want to leave her friends and family.
It's a big ask for partners and spouses.
So, Powell lost her and his unborn son.
Only way to have a relationship with his family is to watch from a distance.

Cassata and a few other Accord members got out of prison a few months ago.
So, Powell's hidden by WITSEC, and Damian must have tracked down Leah.
Then found Zane.
Realized the kid was the perfect motivator to make Powell do what they want.
