I'm afraid they can, through a loophole in the last Executive and Legislative Reform Bill.
There were safeguards built in.
The bill was a Trojan horse.
It contained additional clauses, which could be triggered at a time of national emergency.
Once he's authorised the special measures, there'll be no going back.
This is utterly grotesque.
