FATIMA: Early this morning,
Rear Admiral Ted Gordon
was abducted from his home.
A neighbor heard a struggle
and saw two masked suspects
dragging him into a van.
They caught some of it
on their security camera,
but I couldn't pull the plates.
Kidnappers typically want a ransom.
Did they make any demands
of the admiral's family?
Well, he has none.
Never married, no kids.
Couldn't find any
extended relatives, either.
He was recently on terminal leave
in advance of his pending retirement.
Is he working on anything
that could have made him a target?
So, Admiral Gordon works
with Nautical Robotics Inc.,
a civilian tech contractor in Pasadena
that develops unmanned
maritime technologies.
So, underwater robots.
You know it. And, according to the Navy,
they're currently working on a new fleet
of ocean gliders. (SIGHS)
The Navy already deploys
these for critical missions.
They can do scientific research,
catch drug smugglers,
deploy weapons.
CALLEN: Well,

But Ted goes on Marcus Moore

I'm so sorry. Uh, Marcus Moore?
He's a popular social media
tech influencer.
More than just popular.
- He's got 12 million subscribers.
- Wow.
He did an entire interview,
and not a word about us.
Ted's cool,
but he's full of himself.
A tiny shout-out could've

I mean, I do the heavy lifting.
Literally. When we run tests,
I'm out there deploying the glider.
He can't do it solo.
It's not a one-man band.
So, I'm sorry, did the admiral
discuss sensitive information
about the glider on Marcus Moore's show?
But I assumed he got approval.
So, ocean gliders,
they don't have propellers
or an internal engine?
No, the gliders aren't like a torpedo,
although they look like one.
No, there's a pump
which displaces the buoyancy over time,
and allows the glider to move up
and to move down through the ocean.
Similar to how air gliders works.
Except that it moves up
as easily as it goes down.
Sounds like ocean gliders
are the "wave" of the future.
- Hmm.
- And the one you're developing
is environmentally friendly, correct?
Mm-hmm. Yes, it's completely silent,
so it doesn't disrupt water currents,
it doesn't disrupt the wildlife.
And most ocean gliders
are only workable in deep oceans,
but this one, mine
mine works in shallow seas,
it works in coastal areas
so that it's wonderful
for biology or climate research.
And compared to other
autonomous underwater vehicles,
yours is more economical.
Oh, by far.
Well, the interview was authorized.
And he's not sharing
anything classified.
And the ocean glider can be fit
with a variety of sensors,
including compact magnetometers,
which are able to detect
certain anomalies in the ocean,
like shipwrecks or underwater munitions.
Still, it is possible
that this interview
put the admiral on someone's radar.
China.
Well, that's one possibility.
No, the day after this interview,
Marcus Moore flew to China.
An American cybersecurity firm

Well, that's an "N."
"S." Another "I."
SAM: "D," "E."
BOTH: "Inside."
Is it illegal to go to China?
No, absolutely not. We're just trying to
figure out what
the purpose of your trip was.
Work. I'm looking to expand
the reach of my show.
I was meeting with tech giants there.
Including Black Hat hackers
responsible for ransomware
attacks on American hospitals?
Look, I had no clue
that's what they were about.
- Hmm.
- Then why'd you meet with them?
If you've seen my show,
you'd know I'm into electric vehicles,
cool gadgets, groundbreaking software.
Those guys are major players
in those arenas.
Okay, so what did you discuss?
The products they're developing.
Any mention of
Admiral Gordon's ocean glider?
What? No.
But the day before you met with them,
you had an interview with Gordon
about this Navy technology.
Why would I talk about that in China?
And that interview was
approved by the Navy, wasn't it?
Yeah, it was.
But the admiral was kidnapped
we suspect by somebody hoping
to obtain the glider tech.
Uh, wow.
And you think I could be
involved in something like that?
That's what we're trying
to figure out, Marcus.
KENSI: We've alerted FBI cyber,
and they will be doing
a very thorough investigation
into your connections to these hackers.
I-I should've never done that interview.
It's been a total headache
from the beginning.
How so?
The admiral was difficult.
He kept interrupting the
interview to make these calls.
He'd be in the middle
of explaining something,
and then just stop,
like four or five times.
Editing was a nightmare because of that.
Do you have any idea who he was calling?
I didn't ask. He went into the booth.
I couldn't hear what he was saying,
but it was obvious that he was angry,
and shouting at someone.

Hmm.
Here, try this.
Let's hope we're not wrong.
If we are, better hope there's
some Krazy Glue around here.
(CALLEN CHUCKLES)
(WOOD SNAPPING)
All right.
There we go.
Admiral Gordon went to
a lot of trouble to hide this.
And he went to a lot of trouble
to make sure it was found.
So, who was he hoping would find it?
FATIMA: So,
I checked Admiral Gordon's phone records
at the time of his interview
with Marcus Moore.
He made several calls to a woman
named Meredith Huxley.
She's a librarian
at the L.A. Public Library.
Maps department.
A librarian?
Yeah, he called her, like, five times
in the span of one hour.
I mean, wow, he must've had something
really important to say to her.
Yeah, you know what?
Send us her location.
FBI's talking to Marcus.
While they do that,
we'll go talk to Meredith Huxley.
- FATIMA: Copy that.
- Thanks.
SAM: Admiral.
Looks like a good book.
Oh, yeah. He can't get enough of it.
I'm that way about Mann's Heat 2.
You reading Heat 2?
It's Admiral Gordon's journal.
I found it at the crime scene.
- Hmm.
- SAM: The abductors
went through the place good.
They were looking for something.
Might have been this journal.
(CALLEN CLEARS THROAT)
"I've written this book
as a guide to my adventure
"in case anything should happen to me.
"If you are reading this,
I must be in distress
"and you have proven
clever enough to render aid.
That is, if I'm still alive."
SAM: So first his model ship,
then this journal.
It's like he set up
his own little security system
with codes and riddles.
Mm-hmm.
Yeah, but what's he securing?
(SCOFFS)
Buried treasure.
This is all about
a Spanish galleon in 1602.
It wrecked, the survivors
buried silver, gold,
precious jewels, somewhere
in Southern California.
I'm beginning to understand
why this guy never married.
- May I?
- So, Admiral Gordon
had his heart set on buried treasure.
Why record it in this journal?
Why does anybody record anything?
To prove it exists.
And to make sure it remains.
SAM: I have a friend,
he's a retired Navy diver,
works in an ocean salvage
company in Florida.
Always looking
for shipwrecks and treasure.
Hasn't found anything yet.
Well, it doesn't mean
it's not out there.
Ah, I see the admiral
is quite the artist as well.
Looks like some of it was ripped out.
That's not a rip, that's a cut.
A very precise one.
Well, if this journal
is what the admiral's
abductors were after,
let's find out why.
Either we're looking for criminals
who are targeting the Navy's
maritime technology
Or we're on a treasure hunt.
- Meredith Huxley?
- Yes.
I'm Special Agent Blye.
This is Special Agent Rountree, NCIS.
ROUNTREE: We're here
to ask you some questions
about Admiral Theodore Gordon.
Seriously?
Now the man sends Navy cops?
What else does he want?
I gave it back to him.
Uh, I'm sorry, gave what back to him?
His antique map.
Isn't that why you're here?
Uh, actually, we're here
because Admiral Gordon
was abducted from his home this morning.
Oh, my, that's terrible.
Wait, you think
this is because of the map?
Well, you tell us. He called you
several times last week,
and some witnesses say
he was very angry about something.
He was paranoid I had some plot
to steal his precious map.
Did you?
No. Uh
I was helping him research it.
He thinks it leads to buried treasure.
Hmm. Sounds like you're doubtful.
Who am I to say if there's
gold at the end of the rainbow?
He asked me to verify its
authenticity, that's what I did.
Why would he think that
you'd want to steal his map?
My daughter has a newborn,
and she's up in Sacramento.
I left before I could
give the map back to him,
so I locked it in the cabinet here
and I told him he could
have it in a couple of days.
He went ballistic.
But you did return the map to him?
Of course I did.
He picked it up as soon as I got back.
And were you able to
determine its authenticity?
Yes. 17th century Spain.
It's printed on handmade
vellum laid paper.
It has a grid of chain lines
with watermarks,
which means it's the real deal.
So the map's valuable.
Something someone might abduct him for.
I'm not an appraiser,
but it's worth a pretty penny.
If it leads to treasure, who knows?
But it's a true antique.
Hmm. Do you have any idea
where he keeps the map?
It would've been fine here,
but he insisted on a climate
controlled storage space.
I don't know where.
Hmm. Do you have any
copies of it, by chance?
No, I gave everything back to him,
except a few of his notes.
His notes? D-Do you have those here?
Yes. Ted was in such a rush
to get the map,
he forgot about them. Uh
would you like to see them?
Uh, yes, please.
I love hobbies just like the next guy,
but, I mean, this is another level.
This is more than a hobby,
this is a mission.
He-he has notes on the ship's manifest,
its intended route back to Spain,
he's even got the star chart
from the year the ship went down.
All right, so this guy gets
attacked by people
who think he has the map in his house.
Right, they couldn't find it,
so they forcibly abduct him,
and think they can
make him to take them to it.
But Admiral Gordon's not giving it up.
All right. Well, we better find
out where he keeps this map,
because if they torture Admiral Gordon
to force him to talk,
he could be in trouble. Or worse.
He created a code to find this journal.
What if he also created
a code to find the map?
I mean, this journal
is dedicated to the galleon,
its history, its captain,
but there is only one mention
SAM: Mm-hmm.
one mention of the map, right here.
"The Lone Sailor can't see the treasure,
but he looks to the map
at his parallel dove."
It's a riddle.
Of course it is,
and in the time it takes us
to figure that out,
Admiral Gordon could be dead.
I solve crimes, not riddles.
Okay, well, this is both,
and you happen to be
very good at this stuff.
Let me see this thing.
Let me just see this.
"The Lone Sailor can't see the treasure,
but he looks to the map
at his parallel dove."
I don't know.
I mean
it could be referring
to the Lone Sailor statue.
Symbolizes the Navy's mission to honor
the men and women of the sea services.
There's one in Long Beach.
Let's check it out.
It's worth a shot.
They're mostly notes
about the map's symbols.
I'm not sure what you're hoping to find.
We're hoping to find something
that'll tell us where Admiral Gordon is.
Yeah, we're thinking
that whoever took him
is after the map and, ultimately,
after the treasure.
If treasure even exists,
simply having the map
wouldn't mean someone could find it.
Why is that?
Ted's been working on this for years.
The map's legend
is the shipwreck's location.
That's why it was so tricky
for Ted to decipher.
First it requires
locating the shipwreck,
and then making complex
calculations to pinpoint
the buried treasure location on shore.
Huh. Did Admiral Gordon
ever find the shipwreck?
he claimed to have located it
using his ocean glider technology.
Where?
I don't know. As soon as
he found the shipwreck,
he became even more secretive.
Uh, could you just give us a moment,
please, Meredith? Thank you.
Do you remember what that
tech developer, Jessie Fiore,
said about operating the ocean glider?
It's not a one-man job.
He said every time
they took the glider out,
Jessie Fiore was
the one who deployed it.
Which means he knows
about that shipwreck.
Meaning he knows about the map.
Fatima, I need you
to locate Jessie Fiore.
We think there's more to his story.

(CAR DOOR SHUTS)
All right, let's do this.
Fatima, read it out loud
to us one more time.
FATIMA: "The Lone
Sailor can't see the treasure,
but he looks to the map
at his parallel dove."
Well, he looks to the ocean.
Which is south.
I mean, a lot of people think it's west
because it's the Pacific,
but this is south.
Okay, so we're at Ocean Boulevard
and Paloma Avenue,
And he's looking south
to the Pacific Ocean.
South at his parallel.
Well, parallel is latitude.
It's just a way to measure
north-south coordinates.
His latitude dove?
Wait, you guys are on
Paloma Avenue, right?
Yeah.
"Paloma" is the Spanish word for dove.
His latitude paloma.
Fatima, what's the statue's latitude?
The approximate latitude is 33.76.
Latitude Paloma. 3376 Paloma.
Sounds like an address.
Fatima, is there a storage facility
or something there? Anything?
Checking now.
No, no storage facility.
It's a bookstore.
"Antique Mariner Books."
(CHUCKLES)
When this guy picks a theme
- He sticks to it.
- All right, we're on our way.

FATIMA: All right,
the store's closed today.
I'm trying to get
in touch with the owner
for permission to enter.
May not be necessary.
The door's open.

- MAN: Oh. Hey.
- (CLATTERING)
You know this is important.
MAN 2: No, no, no.
Don't worry about it, I got it.
All right?
I'll handle it.
Right? From this point on, I got this.
BOTH: Federal agents!
You got five seconds to come
out of there with your hands up.
On your knees. Hands behind your head.
(DOOR ALARM RINGING)
Go, go, go!
Lost him. He took off in a van.
Fatima, looking for
a white van, no plates,
moving at high speeds.
FATIMA: Checking.
Who do we got under here?
- Ah.
- CALLEN: Huh.
Jessie Fiore.
SAM: Nautical Robotics Incorporated.
Where's Admiral Gordon, Jessie?

So, we have a missing Navy Admiral,
a stolen treasure map and a tech guy.
SAM: Sounds like a true crime podcast.
"The Making of a Pirate."
Where is Admiral Gordon?
I can't tell you.
Can't because you don't know,
or because you don't want to?
Because I like being alive.
Has your life been threatened?
I really screwed up.
Who are you afraid of?
And everything just got completely
out of control really quickly.
Look, we're here to find Admiral Gordon
and to make sure everyone's safe, okay?
That includes you.
SAM: But you have to be up-front with us
so we can do our jobs.
Was Admiral Gordon in that van?
Yeah.
Where is it headed?
They're taking him
to the Channel Islands.
Which island? There are five.
The map doesn't name the island
because it didn't have a name
when it was drawn hundreds of years ago.
And Ted wouldn't tell me.
- Fatima.
- Sam.
Still no sign of the van.
It's possible they switched rides.
Okay, so they're headed
to the Channel Islands,
but we need to narrow it down,
so check with the
National Park Services.
If Admiral Gordon has moored his boat
or camped on one of the islands,
- they'll have records.
- Copy that.
I'll let you know what I find.
Thank you.
Well, thank you very much, Meredith.
I'm sorry I couldn't do more.
It's fine, we just have to start
thinking more like Admiral Gordon.
Cryptic, in puzzles and riddles.
(BAG THUMPS HEAVILY)
KENSI: Whoa.
That seems like a heavy briefcase.
It is.
Uh, may I ask what's inside?
Nothing, now. I dumped everything out.
Uh, is that yours or the admiral's?
It's Ted's.
I know, I should give it back to him.
Um, may I, please?
Whoa.
There's something in there.
You feel that?
Yeah.
It's sewn in.
Okay, the runner? Does he have the map?
- Yes.
- What's his name?
- Jim.
- Jim what?
Jim Bones.
(SCOFFS) This guy's got jokes.
I'm serious. Er, that's how I knew him.
SAM: All right, so let's
start from the beginning.
You helped Admiral Gordon
find an ancient shipwreck
using your ocean glider.
CALLEN: He said once you found it,
he could locate
a buried treasure worth millions,
and that-that sounds reasonable to you?
I mean, he's located shipwrecks before.
He's worked with
professional treasure hunters
all over the world. According to him,
the odds of finding it are way
better than winning the lottery.
Well, that's not exactly
setting a high bar.
SAM: All right, so you helped him.
How'd we end up here?
When we found the shipwreck,
he refused to show me the map.
He said he'd dig it up
on his own and give me my share.
But you didn't trust him.
I was angry.
I told him we were in this together,
but he shut me out.
That's where this Jim
Bones fella comes in?
JESSIE: I joined this
treasure hunt forum online.
I met these two guys,
Jim Bones and Long John.
I told them about the map
and the shipwreck.
- You can't make this stuff up.
- You can't.
They agreed to help me. All right?
They were just supposed to break
into his house to find the map.
I didn't know they were
going to kidnap him.
Gordon's amazing.
He wouldn't give up the map,
not even after they roughed him up.
But he finally gave in when
When what?
They put a gun to my head
and threatened to kill me.
So Gordon told them about this place.
He saved my life.
Even after I betrayed him.
(FABRIC RIPS)
KENSI: All right.

KENSI: Whoa.
- Whoa.
- Huh.
It's locked.
Uh, do you have a hammer or something?
- Uh
- ROUNTREE: Wait a minute.
Meredith, what year did the ship wreck?
Try that.
One.
Six.
Oh.
Two.
(GASPS)
(EXHALES)
Open sesame.
- Let's get this to Fatima.
- Yeah.
Right, this drawer
is wide open and is empty.
Is this where the map was?
Yeah.
And there's a key in the lock.
How'd you get it?
He gave it to us.
It's the only one that has a lock on it.
What else is in there?
Books. That's it.
It's stuck.
There's gotta be
something else in there.

SAM: Hmm.
Okay.
So we got a cipher decoder wheel.
Encrypted manuscripts.
Most of this stuff is in Latin.
Then there's this.
Cut straight from his journal.
- Hold that up.
- Got that?
- (CAMERA SHUTTER CLICKS)
- Any luck narrowing down the island?
No, Admiral Gordon hailed the ranger
on all five of the Channel Islands.
Ah
Could be headed to any one of them.
- CALLEN: Hey, Fatima?
- Yeah?
I'm sending you what looks
to be the missing piece
from Admiral Gordon's ocean sketch.
Copy that, Callen.
Kensi and Rountree also
sent a missing part,
so, hopefully, now we
have the whole sketch.
Here we go.
- (CAMERA SHUTTER CLICKS)
- Thank you. Okay.
Now I just have to trim them down,
and
(SIGHS)
there we have it.
What do we have?
I mean, it must be important,
but what does it mean?
That's a good question. Let's see.
Wait a minute. Wait a second.
Right there, in that wave.
Does that look like a letter to you?
Yeah, it does. A "U."
"T."
"Q."
"N," "A."
Is that all of them?
Yeah. From left to right,
It's Q-N-A-T-U.
Q-N-A-T-U.
I'm not even going to
try to pronounce that.
I'm not getting anything.
Maybe the letters aren't
in a certain order.
(SIGHS)
Whoa, whoa, whoa, whoa, whoa. Now
perhaps they are in a certain order.
Would you agree with me that these waves
appear to be traveling towards us?
Yes.
Yeah, the size of the crest of the waves
here in the foreground indicate
that they're close to shore.
Precisely what I was thinking.
And in this drawing, the waves
originate from the horizon.
Therefore, if the letters
do spell out a word,
then we are to order them
according to the movement of the waves.
Go on with your bad self.
So what do we have?
We have
T-U-Q-A-N.
- Tuqan.
- Tuqan. Tuqan.
Tuqan is the name
of a Palestinian poet.
And also
the Chumash word for San Miguel Island.
Of course. As avid historians,
treasure hunters often refer
to indigenous culture.
Guys? Guys, we cracked the sketch.
Gordon's headed to San Miguel Island.
We're gonna need a chopper.
I'll dispatch one right away.
San Miguel's a naval island.
KILBRIDE: Indeed it is.
Please be advised, agents,
it was once a missile test site
and is thought to be littered
with unexploded ordnance.
