So it sounds like communication with these other police departments needs to improve.

But the brutal truth is, is that all of the New York assaults could have and should have been prevented.

What is the point of having a national DNA database if the rapists' DNA is never entered into it? Aside from the DNA match, we got a confession, so Atlanta can proceed with prosecution on all three.
