OFFICER JUAN RODRIGUEZ: I like the city of Spokane Valley because it's higher paced.
Chances are that you're going to find a crime being committed by the time you show up.
Anywhere in this area you can get to pretty quick.
And then, also, the citizens of Spokane Valley are great.
They're pro-law enforcement.
And they got our back, and we got theirs, so it's a great relationship.
Right now we got dispatched to a local business here where an intoxicated male was sleeping on the ground in a handicap zone.
At the same time, we got a call of a male in the parking lot trying to get into vehicles.
So I don't know if this guy's vehicle prowling or or what he's doing, so we're going to go see what's going on with him.
OFFICER MARK BROWNELL: Did you call? They're over there.
BROWNELL: Okay, thank you.
RODRIQUEZ: Where about, did she say? Right there? BROWNELL: Right there.
There he is.
RODRIGUEZ: Oh, watch it.
Oh, now he's thought about getting up.
There's the managers right there.
BROWNELL: How you doing, guy? Go ahead and stand up.
Turn around for turn away from me, all right? Interlace your fingers.
You ain't got no weapons on you, right, man? You ain't go no weapons, right? Do you have any weapons? Hey, grab his left hand.
Let's cuff him up.
RODRIGUEZ: Did he say yes? BROWNELL: No, he's not he's not responding, so Got it? One, two, three.
RODRIGUEZ: Don't fight.
BROWNELL: Don't fight! He's grabbing me.
RODRIGUEZ: 505.

BROWNELL: 505.

RODRIGUEZ: Turn around.

BROWNELL: You got any weapons on you, partner? Can you give me an audible answer this time? Yeah.
BROWNELL: You do have weapons.
Where? Right there in my pocket.
BROWNELL: Spread your feet for me, guy.

(muttering) Okay, I'm not feeling anything.

What were you thinking? We're here trying to help you, and you started tensing up and pulling away from us.
I heard you laughing.
BROWNELL: You what? You thought we were laughing at you? Is that what you said? Stand up for me.

Come sit in the back of a car for a minute, all right? Relax for me, all right, guy? Go ahead and grab it.
You got your pants? All right, go ahead and grab a seat for me.

Why did you decide to tense up on us and stuff like that? You don't know? Did you know you tensed up on us and tried to pull away? Huh? You did? Well, what made you do that? Well, natural instinct.
BROWNELL: Natural instinct takes over? Yeah.
BROWNELL: All right.

Basically, what happened is the guy was asleep in the handicap zone.
We contacted him.
He's sitting here.
His left hand is on his uh, behind his left leg.
I couldn't see it.
And, uh, I called him up.
He stood up.
I told him to turn around, spread his feet, put his hands on the back of his head.
I said, "Do you have any weapons?" And he didn't answer me.
He kind of did that So I called Juan over so we could go two-on-one.
RODRIGUEZ: Watch your back.
BROWNELL: And, uh, as soon as, uh, we started handcuffing, with his with his right arm, which is the one I had, he started resisting, trying to pull away and stuff, so RODRIGUEZ: But you said if he had a weapon, and then BROWNELL: Yeah, I asked him if he had had a weapon.
RODRIGUEZ: Yeah, a weapon, and then it was like SERGEANT DONALD MANNING: That's when he got froggy? RODRIGUEZ: Yeah, yeah, yeah.
BROWNELL: Yeah.
So he thought he had a weapon.
After we had him, uh, handcuffed, I said, "Do you have a weapon?" He said, "Yeah," and I said, "Where?" And he-he said, "Right there.
" And he looked down at his left pocket, which was the side that was kind of hidden from me when we when we came up here on - his left side, so MANNING: - Did he have anything? BROWNELL: No, he didn't have anything.
He had a belt on him.
He's he's under the influence of something.
RODRIGUEZ: On drugs.
I don't smell any alcohol.
It's drugs.
I got a call at the front of the store saying there was an intoxicated gentleman up here.
And so I went to the front, and he was sitting on the bench.
Noticed he didn't have shoes on or anything.
At that point, my assistant came up and said he had dropped his keys in the parking lot.
So I went in to our asset protection office and noticed that I had a gentleman that was still working that night.
Went and approached him.
The gentleman got up and started leaving the building.
I could tell he was really wobbly on his feet, so we just kind of followed him outside to see what he was going to do.
He attempted to get into a green Volkswagen Bug, which obviously did not belong to him.
RODRIGUEZ: Where about? Right over in the handicap spot.
RODRIGUEZ: Oh, okay.
Right over here near us? And then he tried to get into this green vehicle, and at that point, he was so wobbly we asked him to sit down before he fell over and somebody hit him with a car.
So he sat there, uh, and then it was within about a minute you guys showed up.
BROWNELL: Hey, man.
What happened before we got here? I don't know.
Like, my whole family friends, family, all them cut all ties to me suddenly.
BROWNELL: They cut all ties to you? Mm-hmm.
BROWNELL: Do you remember sleeping in a handicap stall over here? I do not remember that.
BROWNELL: Did you see us drive up? Mmm yeah.
BROWNELL: Yeah? Did you know we were the police? Yeah.
BROWNELL: How did you know we were the police.
'Cause it looks like a cop car.
BROWNELL: Okay, and did you see us in uniform? Yeah.
BROWNELL: Well, you stood up, turned around, put your hands on top of your head when I told you to.
Yeah? I mean, you followed my commands there.
I just don't understand why you decided to try and resists us when we were just trying to make sure you didn't have any weapons on you.
I don't know.
I don't know how I don't know how the If I knew what was happening with me and why I do the (bleep) I do, I wouldn't be doing what I do.
BROWNELL: What are you what are you high on, bud? Xanax.
BROWNELL: Xanax? How much have you taken? I've taken two.
BROWNELL: Two Xanax? Yeah.
BROWNELL: Okay.
What does Xanax do to you? Shut up, please.
BROWNELL: Nobody's behind you.
Xanax kind of makes you feel slur your words like this and stuff.
BROWNELL: Okay, does it make you hallucinate at all? No.
BROWNELL: No? Well, who were you just talking to behind you? You just said, "Shut up, please," and you looked behind you.
I don't know.
BROWNELL: All right.

He said that he took two Xanax, and obviously it's modified his behavior a little bit.
Yep, so we'll take him for disorderly and obstructing.
OFFICER ELINA BISHOP: The Florida Police Department, we have a volunteer organization called The Explorers.
It's for kids age 16 to 21.
They can volunteer with us and go out on ride-alongs.
I'm the lead advisor for it right now.
I was an Explorer when I was young.
It was how I decided that I wanted to be a police officer, and it was the best experience I ever had.
(garbled radio transmission) We just got a call of some lewd conduct up in North Central Spokane.
We're gonna head there now.
Apparently, there is a male and a female outside on a lawn, and they are having sex.
So we're going to go see if we can locate them and see what's going on with them tonight.
Supposed to be right up here around the corner.

I-- Somebody call and? BISHOP: Well, yeah, obviously somebody called and complained.

I apologize.
I didn't know why I came here.
I-I came over here, and I have-- seriously, if-if I offended anybody BISHOP: Mm-hmm.
then I will absolutely leave.

BISHOP: Okay.
So, what, were you guys cuddling without your clothes on? No.
W-Why are you doing this to me? BISHOP: Because it's a crime to be naked in the front yard doing what you were doing.
That's why I'm here.

BISHOP: I don't think that's really up for debate, 'cause we kind of saw you naked.
So, what in the world is going on tonight? Well, I met somebody down the road with a couple of friends.
We came down here.
I met up with her and we were making out and here we are.
BISHOP: Mary, y-you've never met Craig before tonight? No, but we had-- we were just talking and cuddling.
BISHOP: But here-here's the problem why people called, though.
You're cuddling without your clothes on.
What's that? BISHOP: You were cuddling without your clothes on.
That's why people called and were concerned.

It was somewhat ina I guess it was inappropriate.
SENIOR OFFICER BUZZ ARREDONDO: He was just saying that her clothes got wet.
That's why they took their clothes off.
BISHOP: Mm, fair enough.
Yeah.
BISHOP: That stuff happens.
ARREDONDO: I kind of explained to her that he said he only lives a couple blocks down.
BISHOP: Okay.
ARREDONDO: I guess they just got the best of them, and they didn't quite make it that far.
BISHOP: All right.
We started three houses down.
BISHOP: And you worked your way all the way here? Yeah.
So and she'd, like, take off a piece of clothing every house or what? No.
They took The sprinkle's on down there.
BISHOP: Okay.
And then we walked down the block and ended up here.
BISHOP: So when did the clothes come off? At my aunt's house.
BISHOP: So you guys were naked walking down the street all the way here? Yeah.
BISHOP: So when did the cuddling part start? Right there.
No cuddling until here? Oh, no, it started down there and ended up closer here.
BISHOP: So the foreplay was, like, three blocks away? No.
Three houses down.
BISHOP: Three houses-- I gotta give you props, man.
That's pretty darn good.
Yeah.
BISHOP: Yeah.
So foreplay for three houses, you get here What's so special about this spot? The sprinklers weren't on.

BISHOP: So, what'd you learn from all this? How idiotic Well, obviously, I don't, do not want to be rolling around with no shirt on or anything with anybody.
BISHOP: That is a good lesson.

(scoffs) BISHOP: Go, Mary, go.

BISHOP: Keep walking, guys! OFFICER TODD ROLAND: I like being a police officer in Des Moines because it seems like any time you turn on the news, you're always hearing about the bad things in the world, and at least with this job, you feel like you get to make somewhat of a difference.
Might be a little difference, but when you go home at night, you feel pretty satisfied with the work you've done and you feel like you made the world a little bit better of a place.
Well, we're getting called to some sort of dispute, a disturbance.
Apparently, officers were out here a little bit ago dealing with a white male.
We're not sure if he's suicidal or not, but he was spotted out in the parking lot with a pocketknife, waving it around, showing it off to people.
And I think he's threatened the apartment manager.
Sounds like he's got a lot of issues, so we're gonna go see what his problem is and see if we can't help him out.
What building does he live in? VANDER WERT: Number 75.
Apparently, the last time he was out here, he was waving a pocketknife around.
ROLAND: At who? VANDER WERT: The manager.
ROLAND: At Grace? VANDER WERT: Yes.
ROLAND: Okay.
VANDER WERT: He supposedly has some mental issues and is - possibly off his meds, so ROLAND: - Okay, okay, let's go upstairs and knock on his door.
(man yelling) (banging) Get out of here, man! You're not wanted here! ROLAND: Brian, police department.
We're here to help ya.

Helping what? ROLAND: What's going on? How are you today? I'm just looking like everybody else.
ROLAND: Yeah, well, it sounds like you're having some issues.
I'm upset because the manager says that she's gonna evict me, uh, evict me.
ROLAND: Why, why's she gonna evict you? 'Cause I told her she had nice hair, so she says that's sexual harassment.
ROLAND: You told her what? I told her I like her hair, so I guess she considers that sexual harassment.
ROLAND: Oh, okay.
Just like in the Muslim countries you're not allowed to talk to women.
I'm not allowed to talk to women here.
ROLAND: Okay.
She says I can't talk to Pam either.
ROLAND: Okay, we've got mobile crisis coming out to talk to you.
Well, I don't want to talk to them.
ROLAND: Okay.
Are you suicidal today? No, I'm not.
ROLAND: You're not gonna hurt yourself or anybody else? Nope, nope.
ROLAND: Okay, let me ask you this, were you out in the parking lot earlier today? Yep.
ROLAND: What were you doing out there? I was going, going to Hy-Vee.
ROLAND: Going to Hy-Vee.
Anything else you want to tell me about you were doing when you were out there? Nothing.
Not really.
ROLAND: Did you have a weapon in your hand? I had a pocketknife.
ROLAND: You had a pocketknife in your hand.
What were you doing with it? I was looking at it 'cause it was mine.
Someone gave it to me last night.
ROLAND: Were you threatening anybody with it? No, I was just standing there looking at it.
ROLAND: Was there anybody else out there? There was some guy next to me, a tall guy, you know, making fun of the short guy.
Saying some guy 50 yards away might get hurt from looking at my knife there.
You know, he was just messing with me.
ROLAND: Gotcha.
You know how it is, how that would be.
ROLAND: Officer Vander Wert, did you say we had a witness that was, that saw Brian threatening people with it or no? VANDER WERT: They said he was waving it around.
I was not.
I was looking at it.

VANDER WERT: Do you have the knife now? Don't No, no, no! - I have the knife ROLAND: - Whoa! Don't reach for it! Don't reach for it! Just answer.
I wasn't waving it around! ROLAND: Do you have the knife on you? Yes, it's in my back pocket.
It's a (bleep) utility knife! ROLAND: Put your hands behind your back.

VANDER WERT: Where's it at? My right back pocket.
You want it? You can have it.
VANDER WERT: It's not in this one.
I was not waving it around 'cause there was nobody to wave it around at.
VANDER WERT: All right, hold on.
What the hell? You got a search warrant? OFFICERS: Hey! You got a search warrant? VANDER WERT: Don't! (suspect yelling) ROLAND: Get your hands behind your back! What'd I do, man?! You go into my apartment.
You don't have a search warrant! What'd I do?! I didn't do nothing! ROLAND: When we ask you to do something, you do it.
It's my room.
You didn't have a search warrant! ROLAND: You don't get froggy on us.
You didn't have a search warrant! What'd I do, man?! ROLAND: Ready? I didn't do anything.

ROLAND: You want to make sure that's locked up.
Will you lock my door, please? ROLAND: Yeah, we'll lock it up.
You had no right to break in my apartment, man.
ROLAND: Sir, we didn't break into it.
You got no search warrant.

VANDER WERT: - He's already hit his head ROLAND: - Come on, Brian.

VANDER WERT: You're slamming your head against the top of the roof.

I accidentally hit my head up there.
VANDER WERT: No, you didn't.

I did, too, accidentally hit my head up there, man.
ROLAND: Get out.
It was an accident.
VANDER WERT: Sit.
ROLAND: Have a seat.

All I did, I said I liked her hair.
ROLAND: Hello.
We were called out here to deal with Mr Apparently, Vander Wert was out here a little bit ago.
OFFICER RODELL NYDAM: Okay.
ROLAND: And we got called back out here.
Apparently, he was out in the parking waving a knife.
We don't know if he's threatening anybody.
But we went up and made contact with him in his apartment 'cause when we walked up to the apartment, he was just tearing the heck out of his apartment, throwing things, destroying things.
We knocked on the door, he opened the door.
We asked him about the knife.
We were trying to grab his hand.
Next thing you know, it was on.
I think he kinda took a slap at you, didn't he? VANDER WERT: Yeah, he ripped my hand.
I went to pat down his pocket on his left side, he ripped my hand away.
ROLAND: He's got some issues, but you just can't treat the cops like that.
We were here to help him, and he turned on us.
I wasn't waving it around.
ROLAND: No, we're not charging you with that.
You know why I called the cops? Grace said, "Oh, if you (bleep), I'll call the cops.
" So I called the cops and said, "How long can the pocketknife be before it's illegal?" They said four inches.
So I took it out and looked at it (bleep).
ROLAND: It's five, by the way, five inches.
So that's why I took it out, to look at it and see long it was.
ROLAND: You told us there was a pocketknife in your pocket.
We were just gonna get it out of your pocket.
I told you it was there.
ROLAND: And that's when you lost it.
'Cause you guys knocked me on the ground.
ROLAND: Okay, all right, paddy wagon's coming to get you.
They're gonna take you to jail, okay? What am I arrested for? I didn't do nothing.
ROLAND: Assault on a police officer.
I didn't assault a police officer, man! ROLAND: Hold on a second.
You asked me a question, I'm trying to answer it.
All right, man, I know, I'm gonna have to be one of them violent people.
I'm gonna get violent after this, man.
ROLAND: And, and you're being charged with interference with official acts.
I didn't do that.
ROLAND: You didn't interfere? I didn't assault nobody.
ROLAND: Okay, all right.
Okay, that's it, man, I'm gonna get violent.
ROLAND: Just relax.
It's a nice day, you're in the shade, the wagon's coming to get you, and then they'll take you to jail.
That's it, man.
OFFICER (over radio): I've got him at gunpoint.
DISPATCHER: At gunpoint, 132 and Bush.
